The Emergency Health I&IT Solutions & Technology Management Branch (EHSTM) is dedicated to developing, maintaining, and modernizing IT solutions for the Hospitals & Emergency Services Division, Paramedic Services, and Hospitals. Our key responsibilities include:
Managing land ambulance dispatch systems for better-connected healthcare and seamless integration.
Leading security operations, business continuity planning, disaster recovery, and technology management.
Representing the Ministry’s interests in IT enterprise initiatives and services.

Deliver on Business Goals and Priorities
Your leadership will be crucial in guiding the team towards the achievement of its business goals. You will contribute to the achievement of team goals by:
Overseeing and leading a portfolio of large-scale, multi-year I&IT projects that support 911 data products, mobile applications, integration platforms, and real-time reporting solutions.
Managing and mentoring a high-performing team of 7-8 DevOps specialists, fostering a culture of continuous improvement and accountability.
Leading application deployments and 24/7 support across cloud and on-premises environments, ensuring stable and secure operations for mission-critical systems.
Defining and aligning client I&IT systems requirements with tailored solutions to address complex and evolving business and operational needs.
Directing end-to-end project planning, budgeting, and performance evaluation to ensure timely, high-quality project delivery.
Guiding systems design, development, and implementation to enhance Ontario’s emergency health services through reliable, scalable technology.
Building and sustaining strong partnerships with ministry clients, emergency services, and external vendors to align technology strategies with Ontario’s health and emergency response priorities.
Proven experience managing technology teams and projects with a focus on in-house applications.
Demonstrated ability to inspire, mentor, and develop professional staff.
Skilled in leading high-performing teams in fast-paced, mission-critical environments.
Strong resilience and adaptability, enabling the team to consistently deliver excellence under pressure.
Skilled at providing advice and expertise to management on critical or emerging issues that could impact ministry priorities, contributing to the development of effective responses.
Knowledgeable in human resources practices, including recruitment, talent management, and performance standards.
Hands-on technical expertise with data products, such as real-time dashboards, integration hubs, and mobile applications.
Extensive experience managing 24/7 IT operations, troubleshooting incidents, and ensuring comprehensive change and release planning.
Proficiency with continuous deployment tools and supporting both cloud and on-premises infrastructure.
In-depth understanding of security and privacy considerations crucial to emergency health I&IT solutions.
Knowledge of business modeling and problem-solving approaches, offering technical and business guidance to resolve I&IT design challenges.
Comprehensive understanding of complex security and privacy concerns in IT solution design, development, and ongoing system maintenance.
Proven track record in managing large, complex projects while adhering to budgets, timelines, and risk management plans.
Demonstrated expertise in project, work, and task management techniques to lead concurrent large- and small-scale projects.
Ability to anticipate and identify key issues impacting programs, using issue management and communication protocols to aid in the development of response strategies.
Analytical and problem-solving skills for resolving complex, multifaceted issues affecting service delivery.
Effective communication skills for conducting presentations and managing customer and service agreements.
Strong negotiation skills to establish effective working relationships with I&IT management, clients, project stakeholders, and team members.
Proven interpersonal skills to build and maintain productive, long-lasting relationships with clients, technical staff, project teams, and external stakeholders.
Proficient in conflict resolution, effectively mediating complaints and resolving contentious issues with a focus on listening and negotiating mutually beneficial outcomes.
Experience in managing and negotiating IT application development and operations service delivery with third-party vendors and suppliers.
