Ontario Health is seeking a dynamic Senior Manager within the Strategy, Planning, Privacy and Analytics Portfolio, a pivotal leadership role responsible for driving the execution of Ontario Health’s data and information delivery strategy for health system analytics.

This role will spearhead the development and implementation of a strategic roadmap for data and information delivery across OH, leveraging the Analytics Data Hub (ADH) as a core platform. The Senior Manager will ensure information delivery for health system analytics, is in alignment with Ontario Health’s priorities and initiatives, while expanding OH’s delivery capabilities to meet future data needs. The Senior Manager will also support the integration of the ADH with internal and external systems and tools, as needed, ensuring adherence to common data models and structures, and overseeing the use of secure techniques for tokenization and pseudonymization. The Senior Manager will contribute to the development of analytics policies, frameworks, and governance standards, ensuring a secure, privacy-compliant, and high-quality data environment. This role is critical in ensuring the governance, access management, metadata oversight, and data quality assurance processes within the ADH platform. The successful candidate will collaborate closely with internal and external stakeholders to build secure, efficient, and scalable data delivery solutions.

This role offers the unique opportunity to lead cross-functional initiatives in partnership with Ontario Health’s Digital Excellence in Health (DxH) team, influencing the digital and data transformation across the province. The Senior Manager will also be tasked with managing complex relationships across Ontario Health’s internal teams and external partners, ensuring the delivery of high-quality, impactful data products. More specifically, the Senior Manager will ensure coordinated information delivery to various Portfolio teams including Population Health and Value-Based Systems, Clinical Institutes and Quality Programs (CIQP), Sector Support, Performance and Accountability (SSPA), the Regions, various Enterprise support teams as well as the MOH. As part of their leadership responsibilities, the Senior Manager will lead a high-performance team of Data Engineers and Business Analysts, fostering a culture of collaboration, continuous improvement, and accountability. In addition to technical expertise, they will demonstrate strong leadership capabilities, providing coaching and development to team members, and establishing Ontario Health’s ADH as a critical platform for health system analytics and reporting.

As a forward-thinking leader, the Senior Manager will also engage in strategic goal setting and operational planning, providing input into Ontario Health’s long-term vision for data and information delivery, aligning to OH’s Annual Business Plans and strategic priorities. Their work will support the creation of a more connected, data-driven healthcare system, improving data access, usability, and delivery across the enterprise. This position will require a candidate who is not only results-driven but also capable of managing multiple stakeholders, driving cross-functional initiatives, and fostering a culture of innovation.

Here is what you will be doing:

Data & Information Delivery Oversight:

  • Lead the development and implementation of the data and information delivery strategic roadmap, including the ADH, ensuring alignment with Ontario Health priorities and Business Unit needs, in partnership with Digital Excellence in Health (DxH) colleagues.
  • Create and manage an ADH and information delivery prioritization framework to streamline project execution and resource allocation.
  • Oversee the enablement of ADH to Power BI integration, ensuring smooth access to business intelligence tools and reporting functions.
  • Lead the governance of ADH, including access management, metadata management, and data quality assurance processes.
  • Spearhead the integration of AI/ML capabilities into the ADH platform to support advanced analytics and predictive modeling.
  • Develop the infrastructure and governance to expand the ADH use beyond analytics to support additional data/analytic functions as required
  • Ensure robust oversight and integration of the ADH with the Ministry of Health’s environments, as required
  • Manage the implementation of common data models and structures to ensure consistency in data delivery.
  • Support reference data management and ensure data is accurately tokenized and pseudonymized using standard techniques for secure data exchange.
  • Design, document, and enforce analytics policies, procedures, and standards to ensure quality, integrity, and accessibility of the ADH data and analytics data in other environments.
  • Works with program partners and DxH colleagues to facilitate the development of product strategies, roadmaps, and corresponding operational plans for information and analytics processes, tools and products
  • Provides strategic guidance in defining enterprise goals through comprehensive business models (including vision, goals, objectives, mission, tactics, roadmaps, plans, capability maps, and value stream maps) that ensure traceability and are aligned with analytics metrics.
  • Collaborate with cross-functional teams to identify, classify, and inventory information assets, and establish ownership and accountability.
  • Collaborate with internal stakeholders to ensure analytics governance initiatives align with business requirements and integrate privacy and security requirements at every phase to develop secure and responsible management of data and information.
  • Implement analytic governance tools and systems, including metadata management, lineage, and data quality tools.
  • Conduct risk assessments and develop strategies to mitigate information and data-related risks and identify and address project bottlenecks and blockers in both the short and long term to ensure smooth team operations.
  • Collaborates with program partners, DxH colleagues, and the Ministry to support the annual planning process.
  • Stay up to date with emerging trends, technologies, and regulatory changes in the field of data and analytics delivery, tooling and technologies
  • Provide training and support to employees on the ADH and analytic best practices, data handling procedures, and privacy regulations.
  • Serve as a subject matter expert on data delivery and the ADH in discussions with internal and external stakeholders.
  • Ensures business partners and stakeholders are aware of the value provided by their teams.

Resource Management

  • Demonstrates leadership in modeling and driving strategic change, leading cross-functional ideation, innovation, and problem-solving to derive actionable insights for the team.
  • Provide full scope of leadership responsibilities to a team, including recruitment, career development, developing and coaching talent, building a high-performance culture and performance management
  • Directs, trains, mentors, and coaches team members and functional experts on governance transformation and customer value skills to enhance key capabilities.
  • Manage assigned staff, including allocation of staff resources, delegating, scheduling, and prioritizing staff workloads
  • Coaches staff to ensure that continuous quality improvement initiatives are incorporated into day-to-day activities
  • Focus on acquiring, developing, and retaining talent, effectively leading the team, and promoting a fun team atmosphere with high morale
  • Ensures that work is undertaken in accordance with OH’s guiding principles and is aligned with the mission, vision, and other corporate priorities
  • Identifies operational and improvement opportunities by monitoring and measuring their team’s performance
  • Supports other Managers as required and perform other duties consistent with the job classification, as assigned or requested

Leadership and Relationship Management

  • Cultivates strong relationships across portfolios and with a diverse range of health system stakeholders and partners.
  • Delivers exceptional service to internal and external clients by identifying and meeting their needs, while fostering positive and effective working relationships.
  • Establishes and maintains trusted working relationships with cross-functional teams within Digital Excellence in Health, Ontario Health, and vendor partners to ensure planning and support requirements are identified and managed, achieving service level targets.
  • Collaborates effectively with Ontario Health clinical portfolios to align program strategies and plans with governance and information management strategies and roadmaps.
  • Provides leadership to ensure standardized management of operations. Act as a change agent to foster a data driven culture that optimizes business results across the enterprise
  • As a member of the SPPA Leadership Team, assist with strategic goal setting and operational planning
  • Develops relationships with colleagues within team and across the organization to understand business/operations activities, share information and provide assistance in understanding business needs.
  • Manage relationships and engages a diverse set of stakeholder groups, either to collaborate on delivery of key activities or solicit support and buy-in for operational/program activities; organizes and/or participates in committees as required
  • Facilitate and lead joint design sessions with various internal and external stakeholders to identify overall data assets and information workflow requirements for the program
  • Leads the implementation of solutions to address unique or highly complex business problems, ensuring solution is thorough and practical
  • Prepares reports, briefings, issue notes, and presentations for a variety of audiences
  • Championing Ontario Health’s organizational values of inclusion, diversity and anti-racism and promoting these within the team
  • Build strong relationships with senior management and key internal teams including Privacy and Digital Excellence in Health and external partners including the Ministry of Health and ICES.
  • Liaises amongst OH portfolios to ensure commitments are met and risks are managed

Here is what you will need to be successful:

Education and Experience

  • A Masters degree in Information Management, Health Informatics, Engineering, Computer Science or a recognized equivalent is preferred, an undergraduate degree in Information Management, Health Informatics, Engineering, Computer Science or a recognized equivalent is required
  • CSPO, CSM, KMP, PMI, or ITIL certifications is considered an asset
  • 10+ years of overall working experience
  • Minimum of 5 years of experience in a Data/Digital/IT people leadership role, required
  • Minimum of 5 years in a leadership role and previous management/people leadership experience
  • Experience and expertise in leading and managing information technology portfolios and implementing complex broad-based IT systems.
  • Preferred 2 years of project management experience managing small to medium size projects
  • Experience leading change management or strategic data initiatives with excellent knowledge of project delivery practices in a matrix environment.
  • Proven experience in managing data delivery through cloud-based analytics platforms, with expertise in strategic roadmap development and execution.
  • Demonstrated experience in expanding analytic platform capabilities.
  • Knowledge of business intelligence tools, specifically Power BI, and experience integrating these tools into large-scale data platforms.
  • Strong understanding of data governance, including access management, metadata, and data quality control.
  • Knowledge of information security principles and practices preferred
  • Experience working with government or health sector data exchange systems, particularly in integrating common data models and tokenization techniques.

  • Demonstrated ability to work collaboratively with diverse stakeholders, including senior management, clinicians, scientists, staff, and external partners in a multi-disciplinary environment.
  • Possesses excellent interpersonal, fact-finding, and interviewing skills to effectively collaborate across portfolios, ensuring program strategies and plans are incorporated into governance strategies and roadmaps.
  • Demonstrated ability to successfully execute multiple large-scale, complex, high-risk projects, ideally within a cross-functional structure.
