Position Title: Manager of Health Information Management

Position Purpose:

This position oversees the activities of HIM, organizational-wide. The Manager coordinates the development and integration of information systems related to health information. This position works closely with the IT team on the EHR infrastructure and workflows to ensure accuracy and efficiencies are at their optimal levels. This position develops and maintains standards and systems to enhance the quality, consistency and efficiency of department processes and implements privacy-related policies and procedures while maintaining knowledge of accrediting body, CMS, HIPAA, state, and federal guidelines. Collaborates with IT and Compliance to support the definition of the Legal Health Record. Responsible for knowledge of applicable federal and state privacy laws and maintenance of organization privacy policies and procedures.
Key Responsibilities
- Oversight of organization-wide health information management functions to include coordination of, and access to, complete medical records, accuracy, and timely record completion, accurate DRG, ICD-10 and CPT coding, release of information, and CDI.
- Ensures continuous provider communication and education, regarding coding and documentation, is performed.
- Assists in denial appeal processing.
- In conjunction with IT, manages and coordinates the development and integration of information systems related to health information.
- Responsible for performing evaluation, design, testing, implementation, upgrades, support, and maintenance of HIM applications.
- Responsible for build and oversight of the patient portal. Assist customers of the patient portal in troubleshooting and resolving issues.
- Responsible for creating and maintaining departmental job descriptions, policies, and procedures.
- Responsible for conducting regular departmental meetings and in-services.
- Ensures regulatory compliance with accrediting body, CMS, HIPAA, and state and federal agencies.
- Overall responsibility for evaluating all HIM related processes and recommending best practice methodology.
- Develops and prepares the annual capital and operating budget for HIM, and monitors and controls operating expenses to meet established organizational budget goals.
- Develops and supervises staff through provision of timely feedback and use of appropriate Human Resource policies and tools to facilitate and ensure the ability of the staff to achieve highest level of professional growth and desired performance standards.
- Serves as a member of recurring required committees and meetings.
Required Qualifications
Education: Bachelor’s Degree in Health Information Management or Healthcare Administration or related field or combination of 4+ years in healthcare management with at least 4 years work experience in HIM department
Licensure: None
Certification: Certification as an RHIT or RHIA
Skills/Knowledge:
- Knowledge of all Health Information Management functions.
- Knowledge of information systems and healthcare applications in addition to database applications.
- Thorough understanding of the needs related to comprehensive inpatient and outpatient clinical documentation standards with knowledge of electronic health record applications.
- Maintain a high level of understanding of HIPAA, DNV, state and federal regulations and guidelines, hospital policies and procedures, and AHIMA best practice methods regarding maintenance of health records and health information.
- Strong troubleshooting and communication skills used for both implementation and support of the HIM applications.
- Excellent written and verbal communication skills, including the experience to define and document policies and processes.
- Excellent interpersonal skills and the confidence to lead direct and motivate the staff as a strong functional leader, while also exhibiting the steady reliability and teamwork attitude needed to effectively interface with the other functional areas of the hospital.
- Ability to analyze and solve problems, think logically and creatively, and follow established procedures.
Preferences
- Experience in writing policies and procedures.
- Experience assisting with EHR applications.
- Experience with working in CDI, Coding, and writing appeals.

Work Requirements
- Must be able to hear and speak clearly by telephone.
- Must be able to sit at length in front of computer screen with typing ability.
- Occasional bending, stooping, filing, and lifting of 25 lbs.
