Summary
Reports to Director, Health Information Management. Directs, organizes, and prioritizes the daily activities of the clerical/processing, analyst and release of information duties in the Health Information Management Department across Beacon Health System in accordance with medical, state, and federal guidelines and generally accepted HIM best practices. Functions as expert on patient data and assists doctors, nurses, and other health care providers with information as necessary.

Under the direction of the Director, performs duties related to implementation, upgrades, maintenance and problem resolution of the Medical Records software system applications by:
- Reviews/monitors/updates policies and procedures to assure compliance with Federal and State Laws and Regulatory Requirements (Corporate Compliance/HIPAA/accrediting agency).
- Monitors system performance and makes recommendations for changes.
- Supervises equipment maintenance, repair, and instructs on proper handling; identifies the need for new equipment or services and makes recommendations.
- Leads upgrades and system maintenance to support optimal system performance.
- Identify and investigate physician and/or customer issues/concerns and recommends follow-up action for resolution.
Performs other functions to maintain personal competence and contribute to the overall effectiveness of the department by:
- Completing other job-related assignments and special projects as directed.
Provides department support by:
- Monitors, evaluates, and coordinates staffing to support work volumes and meet department goals.
- Interviews and makes recommendations on new staff hiring and any staffing changes.
- Prepares goals and objectives for each area, quarterly reports on progress and achievement.
- Processes and approves payroll and monitors staff payroll procedures to ensure compliance.
- Assists in providing feedback and holding staff accountable for their work-relating to productivity and quality.
- Assists in developing and administering a budget which provides the resources necessary to maintain agreed upon goals and objectives.
- Participates in after hour and weekend management coverage.
- Provides staff feedback on performance on a routine basis and provides goal setting opportunities.
- Conducts performance reviews following STP guidelines and assures JDQs and are adequate/appropriate/updated.
- Provides for timely communication/information/education to staff through regular meetings.
- Addresses employee concerns and communications to assure teamwork environment.
- Communicates issues to Director on a routine and timely basis to assure appropriate follow-up and action.
- Provides regular updates on productivity, staff activity and other departmental issues/changes, etc.
- Attends monthly directors/managers meeting.
- Attends and assist with area meeting.
- Orients and trains new staff to assure department goals and mission are understood.
- Conducts in-services, education and training for staff.
- Evaluates staff education needs and makes recommendations and/or provides additional education, as needed.
- Assures Corporate/accrediting agency compliance concerns are addressed in staff orientation and training.
- Attends seminars and/or conferences to receive CE’s for credential requirements and to keep knowledge of information services/leadership skills current.
- Participates & supports TVM concepts and initiatives.
- Stays abreast of current & new federal /state laws & regulatory requirements and assure compliance; monitor compliance activities and make recommendations for changes.

- Completes mandatory education, annual competencies and department specific education within established timeframes.

- Maintains license/certification, registration in good standing throughout fiscal year.
- Direct patient care providers are required to maintain current BCLS (CPR) and other certifications as required by position/department.
- Consistently utilizes appropriate universal precautions, protective equipment, and ergonomic techniques to protect patient and self.
- Adheres to regulatory agency requirements, survey process and compliance.
- Complies with established organization and department policies.
- Available to work overtime in addition to working additional or other shifts and schedules when required.

Education and Experience
- The knowledge, skills and abilities as indicated below as normally acquired through completion of an Associate or /bachelor’s degree program in Health Information Management and certification as a RHIA or RHIT with education and experience relative to the size and scope of the organization. Knowledge and experience in information management, privacy laws, access and release control technologies. A minimum of 2 to 5 years of job-related experience is required. Supervisory experience in Health Information Management Department is required.
Knowledge & Skills
- Detailed understanding of the functions of Health Information Management Department and how this affects internal and external customers.
- Demonstrates advanced knowledge of departmental day-to-day operations and policies and procedures. Also requires a solid understanding of user department processes and procedural changes and how Beacon departments interact with each other in a computerized environment.
- Requires the technical computer skills and knowledge necessary to effectively use and support various software and hardware. Also demonstrates a working knowledge of database applications and the skills needed to assist with testing plans and data.
- Knowledge and application of laws, rules and regulations related to Health Information Management.
- Demonstrates the interpersonal and communication skills (both verbal and written) necessary to communicate effectively with the staff at all levels. Also requires the ability to provide effective training.
- Requires organization skills and the ability to work independently as assigned, prioritize workload and handle a variety of multiple and overlapping functions within set deadlines.
- Demonstrates project management and leadership skills necessary to elicit cooperation and support from others.
