Description: MassDEP is seeking applicants for the position of Administrator VI, Information and Data Management (IDM) Section. This position reports to the Division Director of the Technical and Financial Support Services in the MassDEP Bureau of Waste Site Cleanup (BWSC), supervises a team of two staff, and works with other BWSC and MassDEP staff state-wide involved in information and data systems managed within MassDEP. The IDM Manager is a key member of the BWSC senior management team and will serves as BWSC’s statewide lead in information and data management, tasked with coordinating all BWSC’s data and information needs with MassDEP Enterprise IT, the Office of Energy and Environmental Affairs (EEA), and the Executive Office of Technology Services and Security (EOTSS). BWSC has several information and data management systems that have been programmed and structured to meet the unique needs of BWSC both internally within MassDEP and externally with the public, particularly the “Licensed Site Professionals” (LSPs) who are private-sector individuals licensed by the Commonwealth to have responsibilities and authorities to perform comprehensive site assessment and cleanup of sites where hazardous substances and materials have been released to the ground, surface water and in some cases the air. These responses are required as defined by the M.G.L. 21E statute and by its regulation, the Massachusetts Contingency Plan (MCP located at 310 CMR 40.0000), and include conducting site investigations and risk assessments, and when needed implementing immediate response actions protective of human health and the environment, and site cleanups to also provide that same protection. BWSC information and data systems will be under the IDM Manager’s responsibility, including working with his/her direct staff, as well as other information and data management units who are performing ongoing computer software programming, updating and security measures. The role of this state-wide senior position is to provide strategic and tactical leadership to ensure that information and data systems initiatives and implementation are delivered successfully, sustained operationally, and that BWSC programs continue to meet evolving regulatory and environmental needs. Responsibilities: * Manage and monitor the electronic administrative record to ensure it accurately reflects Massachusetts Contingency Plan 310 CMR 40.0000 (MCP) disposal site response and regulatory actions. * Work with MassDEP staff and/or the public to remedy electronic administrative record aberrations where electronic record response or regulatory actions do not sync with the Massachusetts Contingency Plan requirements or actions at a site. * Oversee the management of data from eDEP to ensure accurate uploading and display of records specific to MassDEP MCP and adequately regulated sites. * Through engagement with all BWSC stakeholders, EIO and EEA-IT, develop both short- and long-term vision for continued growth and evolution of BWSC eco-system of software applications. * Long- and short-term plans should consider BWSC priorities, evolving regulatory requirements, description and justification for new or enhanced ed features, appropriate sequencing, and estimate of needed investments to ensure successful implementation * Maintain data management system instructional and other critical documentation. * Coordinate with DEP Enterprise Information Office and EEA IT programmers on BWSC information and data management projects and needs and relevant agency matters * Coordinate on a routine basis with regional and Boston BWSC data managers to ensure effective communication and identification/response to data management needs * Provide training to regional and Boston BWSC data managers/users in support of staff electronic system needs. * Troubleshoot and assist staff in staff electronic system malfunctions. * Support inter-workgroup/inter-agency information initiatives including data set requests and participation in software development workgroups. * Oversee Information and Data Management (IDM) Section Staff including: o Supervise and work with direct report staff on prioritizing resources for ad hoc system analysis. The IDM group will data mine BWSC data as a process of inspecting, cleaning, transforming, and modeling data with the goal of discovering useful information, suggesting conclusions, and supporting decision making for the Bureau., including planning new BWSC Waste Site Cleanup System and Billing system. o Work with direct report staff and other Bureau staff to effectively coordinate activities for internal & external (public) information requests. o Provide direction and supervision relating to the maintenance of eDEP, Searchable Sites data portal and File Viewer, including tasking direct support with participation in the development, testing and approval of new forms and system processes as it relates to MassDEP regulatory reform and supportive of LSP Opinions rendered by LSPs with MassDEP. o Develop capacity of information management team to effectively leverage reporting tools, such as Microsoft Power BI o Working with EIO, EEA IT develop capacity for BWSC to leverage emerging AI tools; and explore opportunities for emerging tools to improve efficiency and effectiveness of program operations o Supervise the provision of desktop support for BWSC staff * Manage Bureau of Waste Site Cleanup data management systems and processes, including the newly released MassDEP BWSC Electronic Administrative Record (BEAR) application, the EEA Searchable Sites data portal, BWSC eDEP forms, BWSC Billing system, and the BWSC File Viewer. * Develop communication channels to regularly elicit feedback from all system stakeholders to develop prioritized backlog of system enhancements to ensure eco-system of BWSC systems in response to emerging needs and requirements * Coordinate, train and support BWSC regional and Boston data managers and users * Work with BWSC management, MassDEP Enterprise Information Office and EEA IT programmers to ensure effective engage in all phases of software development including writing precise system requirements, support development process as needed, effective testing and deployment to help assure availability and maintenance of all BWSC data management systems * Work with DEP and BWSC management and staff to identify and meet data system operational and program data tracking, analysis and reporting needs * Provide timely and effective communication on data management issues and processes to BWSC management and staff, MassDEP Enterprise Information Office, EEA IT and other program stakeholders. * Interface with external stakeholders on data management needs including the regulated community, Licensed Site Professionals (LSPs) and the general public. * Develop capacity of direct reports, and other BWSC staff as appropriate, to provide meaningful and timely dashboards and reports for BWSC mangers, staff and community of interest, with appropriate software tools, such as Microsoft Power BI. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
