Manager – Workforce Development

Summary

Under administrative direction, the position directs the Workforce Development and Workforce Training Sections. The position coordinates with related department activities to execute goals and strategic initiatives of the department. Flexibility to achieve performance excellence in a telework arrangement.

This position is not covered by Civil Service

Duties and Responsibilities

  • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
  • Develops, maintains, and implements strategic long-term goals for workforce development, identifies the best approach to achieve them; develops and proposes effective programs, and executing the overall operation of the division
  • Monitors trends and important milestones for the County’s Target and Key industries for workforce development, with an emphasis on the Manufacturing, Tech Sector, Cyber/ IT industries, and awareness of the Aerospace and Construction industries to ensure the County’s workforce development policies are up to date and effective
  • Researches to develop and implement the regional, state, and national workforce development collaborations to include partnerships, proactive outreach, communications, marketing strategies and collateral materials to benefit local industry-driven workforce development training programs
  • Represents the County in discussions related to workforce development projects, evaluates the need and level of the County’s workforce development incentives
  • Provides guidance and coaching to staff to successfully attract and retain companies for the purposes of growing and sustaining the local economy and provide economic mobility through high demand career pathways; manages professional development activities for division staff
  • Serves as a liaison to Commissioners Court members on workforce development issues; partner staff to the Committee of Six in implementing Bexar County’s oversight role of Workforce Solutions Alamo
  • Performs other duties as assigned

Minimum Qualifications

  • Graduation from an accredited college or university with a Master’s Degree in a field closely related to Public Administration, Business Administration, Economics, Management and ten (10) years demonstrated experience in public or private sector administration to include five (5) years in a supervisory capacity; or an equivalent combination of education and experience
  • Extensive knowledge of local government operations; public policy, local and state government, and the legislative process; considerable knowledge of the workforce development network; good knowledge of budget preparation and administration; and good knowledge of state funding regulations; knowledge and ability to lead team efforts with research and initiatives in the development of collaborations with local, state, and national workforce development efforts in Bexar County; knowledge of principles and techniques of effective supervision, training and development, and management
  • Skill in developing and implementing policies and procedures; skill in managing multiple projects; skill in communicating effectively, both verbally and in writing; skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy; skill in presenting technical information clearly and logically
  • Ability to supervise professional and administrative staff; ability to represent the County in a professional and effective manner; ability to establish and maintain effective working relationships with Commissioners Court, Elected/Appointed Officials, Division/Department Heads, subordinates, co-workers, County Employees and the general public
  • Demonstrates technological intuitiveness
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Must have valid Texas driver’s license, motor vehicle liability insurance and personal injury insurance; or have a self-reliant source of transportation to conduct business on a daily basis
  • May be required to work weekends
  • May be required to be on-call 24-hours a day
  • May be required to work more than 40 hours during the workweek

Working Environment and Physical Demands:

  • Working conditions are in an office / telework environment
  • Occasionally moves items weighing up to 10 pounds
  • Occasionally move about the office/ telework office
  • Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner
  • Constantly operates a computer and other office productivity machinery
  • Positions self to perform essential functions of the job in an office / telework environment
  • Must be able to remain in a stationary position
  • Flexibility to achieve performance excellence in a telework arrangement
  • Maintains County-issued equipment, software, data and supplies
