Position description
The Asia HRC works closely with the Asia Area Directors and the MCC Human Resources Department. Under direction of relevant MCC policies, national labor laws, and working in close cooperation with MCC Canada and MCC U.S. HR Teams, the Asia Area Directors, and the Global HR Network, the Asia HRC provides general human resource support to MCC’s Asia programs. The primary role is to provide support for MCC’s human resources function to MCC’s programs in Asia, with a focus on HR issues relating to staff in the Asia country programs. The Asia HRC will support managers (primarily Representatives and Area Directors), and other HR personnel to ensure MCC’s procedures and policies are carried out. This position requires knowledge of and/or capacity to access the human resources laws and understand context in those countries where MCC’s programs are located. A main objective of the Asia HRC role is to advise MCC’s Asia program leadership on relevant HR issues. Responsibilities include areas such as assisting with recruitment and retention, policy interpretation, job description creation, incident reporting, HR-related training, and workplace investigations.
This position serves as part of the regional Asia team (Central & Southern Asia and Southeast & Northeast Asia). The employee will likely work from his/her own home, interacting with MCC staff primarily by email and video calls. Travel to other MCC Asia offices, or for regional meetings, is required.
Appointment to this position is for an initial one-year term, renewable. The employee must have a willingness to maintain flexible work hours based on time zones differences between North America and Asia. While some work can be accomplished during regular office hours of 9 a.m. – 5 p.m., there will be times when evening and weekend work is expected and necessary. There is no extra pay for work outside of office hours, but staff will be compensated with time off from work to be taken when the work schedule allows.

- University degree in human resources or equivalent experience required
- Minimum 3 years of human resources (or similar) work experience required, preferably in the international development sector
- Excellent communications and negotiation skills; ability to interact clearly and effectively orally and in writing in English
- Excellent relational skills; ability to collaborate in a diverse team environment
- Strong self-starter, willing to take both direction and initiative
- Well organized with a strong aptitude for complex human resources matters
- Ability to attend to many important details simultaneously and accept direction from Asia Area Directors balanced with oversight from MCC Canada and MCC U.S. HR Directors
- Ability to maintain professional confidentiality
- Proficiency in online research (Ex. local labor law)
- Ability to travel throughout the region for one week on average every other month, or as needs arise; ability to attend virtual meetings outside of normal office hours.
Preferred Qualifications:
- Proficiency in Microsoft Office applications e.g. Word, Advanced Excel, PowerPoint, Outlook
- An additional relevant language spoken desired, (such as, Lao, Bangla or Khmer)
- Previous MCC experience is an added advantage.
Key Responsibilities
Provide Support for MCC Staff HR Matters
- Provide guidance and support to Area Directors, Reps and supervisors in areas of performance management and staff issues
- Assist Area Directors and Reps in recruiting and hiring staff as well as terminations
- Assist MCC Reps in developing national staff compensation packages that meet local legal requirements and are consistent with MCC policies
- Assist Reps in updating National Staff handbooks, reviewing them to ensure compliance and regional equity/consistency.
- Develop sources of information to access country labor laws and assist Reps in interpreting these laws.
- Provide worker care support to MCC Asia staff
Provide Support for General HR Services
- In consultation with Worker Care Specialists and relevant HR staff in the wider MCC system, assist with HR policy interpretation
- Assist with safeguarding and other incident reporting, as directed by MCC Canada and U.S. HR Directors
- Oversee MCC Safeguarding Focal Point duties
- Manage workplace investigations, in consultation with Asia Area Directors, MCC Canada and MCC U.S. HR Directors
- Develop, lead, and participate in training on HR-related matters
- Receive and manage grievance processes as required, in consultation with Asia Area Directors and MCC Canada and MCC U.S. HR Directors
- Participate in various Working Groups and Standing Committees, as part of the wider MCC system
- Participate in the IP Compensation Model revision for implementation and assisting with developing policy, procedures, best practices and various tools to support the new model
Other
- Lead or support MCC orientation and similar gatherings held in Asia
- Participate in the MCC Global HR Network and related MCC working groups as assigned.
