General context of the project
The war broke out in Ukraine in February 2022. Since then, millions of people have fled to the neighboring countries, raising a big concern on how to manage such an immense flux of people. Shortly after the outbreak of the conflict INTERSOS set up its emergency response from Ukraine in April 2022. Currently the team in Ukraine is operating across two main operational hubs for East and South. All INTERSOS interventions are embedded in a programmatic approach to respond to the multisectoral needs of the conflict affected population, focusing on Protection, Health and NFIs response serving internally displaced persons (IDPs), their host communities in areas of displacement, and emergency humanitarian assistance in frontline and newly accessible areas. The project portfolio in Ukraine is supported by several donors and in line with its localisation strategy, INTERSOS works with different local partners across all oblasts of intervention.
General purpose of the position
The MEAL Manager supports the Head of Programmes and the Head of Mission on the management and implementation of MEAL processes, activities and tools throughout the project cycle and as per the MEAL plans, in order to guarantee the quality and relevance of the intervention.
Work closely with the Country Director to guarantee proper accountability and complaints management in the mission, as well as to foster a culture of learning and knowledge management.
Main responsibilities and tasks
Monitoring and Evaluation
- Support the MEAL Coordinator or Head of Mission in developing and reviewing the mission MEAL strategy, in accordance with INTERSOS standards
- Provide relevant inputs in the development of indicators and means of measurement in the project’s proposal design and planning phases (log frame, indicators definition, MEAL and Accountability Plans) ensuring that MEAL is an integral part of the project life cycle and that resources are included in proposal development
- Participate in the development, update and implementation of assessment and participatory monitoring and evaluation tools and processes. Facilitate accurate data collection and effective communication of monitoring information as per agreed objectives ensuring accountability to donors, clusters, and beneficiaries
- Follow-up with the MEAL Officer on the timely implementation of the surveys (PDMs and other surveys/exercises, etc.) in the field locations as per the MEAL plans
- Promote all aspects of the MEAL sector to support the creation of an organisational culture promoting quality programming and ensuring the MEAL system is understood and supported at mission level. Respect and promote INTERSOS policies and report to MEAL Coordinator/Head of Mission any non-respect of policies amongst the teams or partners
- Train the MEAL Officers on the proper use of monitoring tools and support them in the data analysis
- Participate to regular meetings with program team to follow-up on program implementation and adapt MEAL activities accordingly
- Conduct regular technical support field visits to project sites to support the MEAL Officers and projects teams in monitoring ongoing programmes
- Ensure that MEAL soft and hard versions of tools and files are properly archived, secured and easily accessible as per the mission’s related standard procedures
- Support the MEAL Officers in formulating recommendations to improve the activities and on the follow-up of recommendations
- In collaboration with the MEAL Coordinator, develop learning tools and promote learning workshops and exercises with Programmes and MEAL teams
- Participate to training and workshops on MEAL sector, and represent INTERSOS in MEAL-related
Data management
- Revise and approve project DB produced by the MEAL Officer at the beginning of each project
- Support IMO and program team in creation of data collection tools, when needed, and in the analysis and systematic collection of data for the projects
- Develop and improve dashboards as requested by the line manager and the Programmes team, in collaboration with the IMO
- Ensure regular update of the indicators in the projects’ DB and report project indicators to clusters and other relevant stakeholders as needed
Accountability
- In collaboration with the MEAL and the Accountability Officers, ensure the strengthening and development of quality MEAL activities and effective and sustainable accountability mechanisms, including complaint and feedback mechanism for beneficiaries, stakeholders and donors
- In coordination with the Head of Mission and HQ Internal Auditor develop, refine, follow-up, systematically analyse and provide feedback on the mission’s Complaint Feedback and Response Mechanism (CFRM)
- Ensure respect of cross cutting themes (gender, vulnerable categories, data protection, etc.) across MEAL activities and that the community engagement is done in an appropriate and respectful manner, managing expectations and providing a transparent client-oriented service
- In collaboration with other MEAL staffs, ensure staffs are regularly trained on AAP and the available CFRM
- Assist in conducting investigations related to complaints producing all relevant investigation documents, as needed
Reporting
- Provide regular reports on the progress of the MEAL activities. Prepare and submit quality reports ensuring they are highly accurate, comprehensive and well documented
- Support and review the reports drafted by the MEAL Officers formulating recommendations to improve the activities, and the follow-up of the recommendations
- Provide written reports to the Head of Mission/ MEAL Coordinator on field visits
- Support the Programme Coordinator in the production of high-quality analysis reports to illustrate INTERSOS’ impact, including evidence of good practice and replicable programmes, and ensure that they are communicated appropriately
People management
- Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people’s capabilities. Manage MEAL staffs, monitoring and supporting them
- Organise weekly meetings with the staffs
- Identify training needs for the staff under his direct management. Promote the use of learning systems
Required profile and experience
Education
- Essential degree in Statistics, Information management, Social Science, Demography, Social studies or any related field
Professional Experience
- Minimum 3 years of relevant work experience in MEAL department in emergency contexts
- Previous working experience with NGOs in humanitarian contexts
- Previous working experience working in active conflict or post-conflict setting
- Experience in implementation of MEAL systems
- Experience in developing and conducting quantitative and qualitative surveys
- Information Management Systems expertise (knowledge and previous experience in the use of data collection, data management tools and statistical analysis) and good level of computer literacy
- Desirable experience in implementation of beneficiary complaint and feedback mechanisms
Professional Requirements
- Experience in advanced data analytics tools for data science and strong technical skills in database management preferred
- Knowledge of monitoring and evaluation international standards in the humanitarian context
- Knowledge of Kobo
- Excellent computer literacy (Word, Excel, Power Point)
- Strong background in data collection, data analysis and presentation
- Strong knowledge of quantitative and qualitative research methods
- Strong experience in data visualization tools
- Excellent written communication and reporting skills (in English)
Languages
- Fluency in English (written and spoken)
- Knowledge of Ukrainian or Russian would be a strong asset
