TERMS OF REFERENCE

1.0. INTRODUCTION

Micro-Enterprises Support Programme Trust (MESPT) has since the year 2002 developed a niche in supporting the growth of micro, small and medium enterprises by providing integrated business solutions for sustainable development. The Trust is a multi-donor entity jointly founded by the Government of Kenya and the European Union who later relinquished their position to the Royal Danish Embassy in Kenya, Ministry of Foreign Affairs of Denmark (DANIDA). Through its vision of being the leading and preferred provider of resources for the development of enterprises, MESPT is anchored on three (4) pillars namely: (1) Agri-Enterprise development; (2) Access to Finance; (3) Agricultural productivity and Food Safety and (4) Green transformation.

2.0. CONSULTANCY PURPOSE

The Green Employment in Agriculture Programme (GEAP) is a five-year (Jan 2021– Dec 2025) Danida-funded programme aimed at accelerating decent employment creation in Micro, Small, and Medium Enterprises (MSMEs) and improving the competitiveness of the selected value chains in agriculture, consequently transforming the economy towards greener and more inclusive growth.

To strengthen capacities on market development for MSMEs several interventions which include building of market and green infrastructure will be undertaken in 2025. As climate change continues to exacerbate risks across various sectors, MESPT must adapt its operations and strategies to remain resilient and ensure the long-term success of its mission. Climate change is no longer a distant threat but a present reality affecting all development facets, from agriculture to financial systems. The impacts of climate change—such as increased frequency of extreme weather events, shifts in weather patterns, and rising temperatures—pose significant challenges to the communities MESPT serves, particularly micro, small, and medium enterprises (MSMEs) that are often vulnerable to climate-related shocks.

For MESPT to continue supporting these enterprises effectively, it must anticipate and respond to these challenges by embedding climate adaptation into its core operations and strategies. GEAP has made significant investments in market and green infrastructure and will continue in 2025 to support product aggregation in a hygiene and sanitary way, enhance the water management initiatives by investing in water tanks, water weirs, sand dams and butterfly technology ponds. To strengthen the seed system, various nurseries for cassava pineapple, coconut and avocado will be supported in response enhance availability of affordable quality and disease-free planting material through the nurseries established. Various green technologies are being promoted by the programme including solar driers to minimize post-harvest losses and improve the shelf life of value-added products for cassava, coconut and moringa.

The GEAP Programme therefore seeks a firm which will offer supervisory and technical consultancy service in terms of bill of quantities for the works outlined and whose service and onsite presence will ensure that the works satisfy standards of structural integrity, quality of materials and workmanship, timeliness and budgets specified.

3.0. SCOPE OF THE ASSIGNMENT:

This exercise will take place in the following regions.

Infrastructure and equipping support- NOREB – 1 Avocado Aggregation Centre in Uasin Gishu

Infrastructure and equipping support- NOREB – 1 poultry structures Bungoma

Infrastructure and equipping support- LREB – 1 poultry structure in Kakamega

Infrastructure and equipping support- JKP – 1 Poultry structures for Kwale

Sand dams for water harvesting- Makueni

Solar dryer with water tanks for Azolla

Solar dryers with water tanks for coconut, cassava, and Moringa

Construction of Butterfly water funnels for irrigation water

Distribution of Water Harvesting tanks (12 tanks)

Avocado nurseries in Nakuru for Keringet

Cassava and pineapple seed multiplication Nurseries

The successful firm will be engaged in;

  1. Preparation of bill of quantity with approximation of total cost of the project.
  2. Contract management of the project in terms of supervisory role under the regulation of the representatives of MESPT.
  3. Issuance of practical completion certificates after completion of the works by the respective contractors the total works value is estimated to be Ksh.24M

4.0. DELIVERABLES

The firm will be expected to achieve the following:

a) Provide a bill of quantity with cost estimation of the works as shown in the table above. b) Supervise the proposed work.

  1. Share project progress reports as required by MESPT.
  2. Prepare & Issue practical completion certificates after completion of the works by the respective contractors.

5.0. PROPOSED TIME-FRAME AND REPORTING:

The firm shall complete BQ within a period of 1 month after engagement; the rest of the assignment shall be determined by the works schedule.

6.0. DESIRED SKILLS AND COMPETENCE

  1. Team should be registered members of professional bodies such as BORAQS & IQSK
  2. Should have been in operation for a period of at least 5 years.
  3. Should demonstrate that it has the capacity, capability and experience required to undertake the assignment.
  4. Three references, including amounts and completion certificates of works above Ksh.10M each over the last 5 years.
