The role:

The purpose of the Mid-term Evaluation is to assess the situation and conditions in which the agreement is being developed, as well as to understand the main challenges facing the initiative and the responses that have been given or should be given during its first two years of life, taking into account the initial formulation, the working context, the intervention logic and the adequacy of its budget.

In addition, it evaluates the development of activities and the fulfilment of results and objectives, as well as the contributions that the intervention makes to the population with rights, the authorities, civil society associations and institutions involved.

The scope of joint action is mainly the Primary Health Care and Community Health network and related areas, such as provincial training, provincial and district planning and management, and health information systems in the management and health information systems in the districts of Ancuabe and Namuno, Cabo Delgado province, Mozambique.

The following methodological approach will be applied:

As this is a mid-term evaluation, the work will be carried out with a focus on the design and processes of the intervention, so that its main strength will be the recommendations that will allow the intervention to be reoriented as necessary during the remainder of its implementation. In addition, the evaluation should provide specific assessments of the scope of the Arrangement and its results.

Thus, the evaluation seeks to obtain relevant information by analysing the following basic processes:

– Analysis of the coherence and relevance of the processes and activities carried out in relation to the expected results of the agreement.

– Analysis of the processes and activities carried out from the perspective of interculturality, inclusion of people with disabilities and respect for the environment.

– Analysis of the level of progress towards the results of the agreement. On the other hand, it is also interesting to evaluate more global aspects such as the sustainability of the processes promoted, the installation of capacities in the health centers supported, training institutions, partner civil society organizations and the added value to what medicusmundi was already doing in the same area and region.

The report will emphasize the importance of integrating the various cross-cutting approaches during the evaluation: human rights, gender, environmental sustainability, democratic governance, security and culture of peace. And also the inclusion aspects of groups in situations of extreme vulnerability, such as children, the elderly and people with disabilities.

Qualifications and experience required:

The external evaluation service will be carried out by an individual consultant or by a team of experts who meet the following requirements:
– Academic background: degree in social sciences, environmental sciences, health sciences, humanities or related areas.
– Additional training in development cooperation, humanitarian aid and evaluation of international cooperation and/or humanitarian aid interventions.
– Proven experience in evaluating international projects with a focus on public health in sub-Saharan African countries. Also valuable in evaluating humanitarian actions in the field of health.
– Proven knowledge and experience of working in the public health and public health and development sector.
– Experience and/or specialization in the application of a gender perspective and human rights approach, given the differentiated action of the covenant on women, girls and other vulnerable groups.
– Knowledge of the context of sub-Saharan Africa and specifically of Mozambique or Cabo Delgado.
– Extensive experience working with teams in Mozambique.
– Demonstrated ability to write evaluation documents/reports.
– Languages: fluent in Portuguese and Spanish. At least 1 team member is fluent in Emakhuwa and/or Makonde.
