Purpose of Assignment:
(a) Background
Child, early, and forced marriage (CEFM) is a life-altering challenge for adolescent girls in Southeast Asia, inflicting devastating impacts on their health and overall well-being. Out of the staggering 640 million girls and women globally who have experienced child marriage, a concerning 93 million reside in the East Asia and Pacific region.
UNICEF is implementing a joint programme to end CEFM in Southeast Asia, together with UNFPA, with support from the Government of Australia. The programme titled “Hidden in Plain Sight: UNICEF-UNFPA Joint Programme to End Child, Early and Forced Marriage in Southeast Asia”, under the “Towards Universal Sexual Reproductive Health and Rights in the Indo-Pacific (TUSIP)” of the Australian Government, is ongoing since June 2024 until June 2028, with three tiers of intervention: Policy and system level (Outcome 1); Individual and community level (Outcome 2); and Regional level (Outcome 3). Activities under Outcomes 1 and 2 focuses on three priority countries: Cambodia, Lao PDR and the Philippines, where as Outcome 3 are being implementing at the regional level in Southeast Asia.
Since implementation began in June 2024, the programme has made substantive progress across its regional and country components. This includes advancing regional policy and advocacy processes, supporting national action plans and coordination mechanisms, strengthening social and behaviour change interventions, expanding adolescent and gender-responsive services, and generating new evidence to inform policy and practice. The programme has also invested in regional learning and partnership platforms, including multi-stakeholder dialogues and partners’ roundtables, to promote cross-country learning and coherence. Across these efforts, cross-cutting issues such as gender transformative approach, disability inclusion, and safeguarding have been intentionally considered and integrated into programme design and implementation.
(b) Purpose, objective and scope of the Mid-term Review (MTR)
As the programme reaches its mid-term point, there is a need to take stock of progress to date, assess what is working well and what requires course correction, and draw early lessons to strengthen implementation in the remaining period. The MTR is intended to serve as a formative and forward-looking exercise. It will review the progress, relevance, coordination, and emerging sustainability of the programme, taking into account evolving regional and country contexts and incorporating any emerging priorities, risks, evidence, or operational developments that have surfaced since the programme began. The findings should inform Year 3–4 planning (July 2026 – June 2028). The key users of the findings and recommendations of this MTR will be UN programme staff implementing the programme at both national and regional levels. This MTR will also contribute to the mid-term review of the broad initiative “Towards Universal Sexual Reproductive Health and Rights in Indo-Pacific (TUSIP)”, led by the Department of Foreign Affairs (DFAT) of the Australian Government. The consultant will be expected to collaborate with the DFAT counterpart when necessary and requested.
A key objective of the MTR is to generate practical, actionable recommendations to inform the Year 3 and Year 4 activity logs, ensuring that the programme builds strategically on existing momentum, course correct (if needed) responding to gaps and updated risks, and maximizes impact. The MTR will also help clarify priorities for the next phase of implementation, including the balance between regional and country-level investments, partnerships, and evidence and advocacy pathways.
