DESCRIPTION

Reporting directly to the Senior Director of Service Lines for Mobile Health, and in partnership with UC San Diego Health Department of Health Equity, the Program Manager for Mobile Health Services will lead the day-to-day operations of UCSD’s mobile general health unit and mobile mammogram unit. This role is pivotal in bringing exceptional healthcare directly to patient communities. This position requires a dynamic leader who can effectively manage clinical and administrative operations while driving innovation in mobile health delivery.

KEY RESPONSIBILITIES

Operational Management

• Oversee daily operations of both the mobile general health unit and mobile mammogram unit, ensuring seamless service delivery and optimal resource utilization.
• Develop and implement operational policies, procedures, and workflows that maintain UCSD’s standards of excellence in mobile settings.
• Monitor program performance metrics and implement continuous quality improvement initiatives.
• Manage scheduling, logistics, and coordination of mobile unit deployments to maximize community impact in partnership with the Department of Health Equity.
• Serve as champion for Point of Care Testing (POCT), ensuring compliance, quality control, and best practices across all mobile testing operations.

Clinical Support & Leadership

• Provide direct clinical support when appropriate, leveraging clinical expertise to assist with patient care during high-volume periods or staffing gaps.
• Maintain clinical competencies and licensure to ensure readiness for hands-on patient care.
• Support and oversee POCT testing programs, ensuring regulatory compliance and quality assurance.

Staff Leadership & Supervision

• Recruit, train, supervise, and evaluate mobile health unit staff, fostering a culture of excellence and patient-centered care.
• Provide ongoing coaching and professional development opportunities for team members.
• Ensure appropriate staffing levels and competencies to meet program demands.
• Promote interdisciplinary collaboration and effective team communication.

Stakeholder Collaboration

• Work closely with health system leadership, clinical departments, and administrative teams to align mobile services with organizational goals.
• Serve as primary liaison between mobile operations and UCSD health system stakeholders.
• Communicate program outcomes and impact to internal and external stakeholders.

MINIMUM QUALIFICATIONS

• Seven years of related experience or a Bachelor’s degree in Healthcare Administration, Public Health, Nursing, or related field plus three (3) years of related experience.

• Experience with clinical and administrative process improvement.

• Excellent communication, interpersonal, and organizational skills.

• Proficiency with healthcare data systems and performance metrics.

• Access to reliable transportation and the ability to travel to various community locations.

• Availability to attend events during evenings and/or weekends.

PREFERRED QUALIFICATIONS

• Current California LVN or Certified Medical Assistant (CMA) in good standing as preferred.

• Minimum 5 years of healthcare operations or program management experience.

• Master’s degree in Healthcare Administration, Public Health, or related field.

• Experience with mobile health services or community-based healthcare delivery.

• Knowledge of federally qualified health centers (FQHC) or similar community health models.

• Bilingual capabilities (English/Spanish preferred).
