This position requires you to work on site at one of our facilities located throughout Broward County.

This is an OPS (Other Personal Services) positions and as such no paid time off is offered. Health benefits will be offered for full-time employment. OPS employees are eligible to participate in a deferred compensation plan.

POSITION DUTIES & RESPONSIBILITIES:

This position is a Government Operations Consultant I that serves as the data monitoring , evaluation and compliance analyst supporting the HIV Patient Care Program in all development, analysis, projects and learning activities to help ensure accountability and efficiency.

  • Provide technical support to managers of the HIV Patient Care Program (Ryan White Part B, ADAP, HIV Surveillance, Test and Treat and Pharmacy) to evaluate data, ensure compliance with Ryan White requirements (CareWare, RSR report) and support capacity building initiatives and develop data collection tools.
  • Collaborate with all HIV Patient Care supervisor and managers in reviewing and preparing monthly, quarterly, and annual reports to the HIV Patient Care Section as required by HIV Section in Tallahassee. Updates program metrics in our performance management system Active Strategy. Work with all members of the HIV Patient Care programs on monitoring program indicators, implementation of processes, standard operating procedures and proposing strategies to increase data collection. Review contracted provider data monthly to ensure accuracy. Creates and maintains reconciliation tool.
  • Provide technical assistance to internal customers (DOH staff, contact management) concerning M&E practices, data collection tools, and data presentation. Draft tools and their revisions as well as data collection procedures (e.g., Logical framework, project performance tracking, indicators, M&E manuals).
  • Oversee all data collection processes within the HIV Patient Care Program. Collaborate with Data Consultants in other Communicable Disease Programs and Organization Development staff for the purposes of reporting and streamlining evaluation projects. Present on data findings to internal and external customers, stakeholders, and community. Participate and advise on jurisdictional protocols and plans such as the Integrated HIV Prevention, Care and Treatment Plan. Attend relevant workgroups, meetings, and advisory groups to support the implementation of local jurisdictional plans and protocols.
  • Provides relevant program data to external groups to inform their program development. Identify opportunities for improvement in completing program activities and initiatives and developing plans to reach targets. Presents data in HIV Patient Care program meetings to ensure program communication, program planning and implementation. Draft abstracts, posters, and oral presentations for national conferences for all communicable disease programs. Creates excel tools to gather, evaluate or analyze data. Uses SPSS or other data analysis software as needed by HIV Patient Care program staff. Reconciles pharmacy fees and shipping payments from the PBM (Pharmacy Benefits Manger) monthly.
  • Perform other duties as assigned.

KNOWLEDGE SKILLS & ABILITIES

  • Expert level of proficiency in Windows Excel, Microsoft Word and quantitative analysis.
  • Ability to design monitoring & evaluating tools, surveys, surveillance systems, and evaluations.
  • Strong interpersonal skills.
  • Strong English writing skills.
  • Ability to utilize SPSS and/or other data analysis software.
  • Capacity to produce high-quality briefs and reports.

MINIMUM QUALIFICATIONS:

  1. Willing to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  2. Expert proficiency in Excel. (Must be able to create formulas and pivot tables).
  3. Willing to work alternative hours from 11:00am to 8:00pm as necessary to meet the needs of the agency.
  4. Monitoring and evaluation experience.
  5. Experience collecting data and analyzing data sets.

PREFERRED QUALIFICATIONS

  1. Have one (1) or more years using SPSS or other data analysis Software.
  2. Have experience working in health care.
