The scope of this Call for Expressions of Interest is to find qualified FAO staff members to support L2/L3 countries in the above functional area.

Qualified staff will be placed on an Internal Surge Team (IST). IST will enable the deployment of essential personnel to lead and support country-based emergency response on a short-term basis. These surge roles are designed to provide a punctual, time-bound support to country response and help establish longer-term mechanisms and processes.

• Support deployments are considered for staff members already in service of the Organization.

• Interested employees will be required to discuss upfront with their managers, who are encouraged to release employees to support, and to upload the signed pre-release agreement form at the time of the application.
• Selected candidates will receive a notification of their inclusion in the IST and from that moment they might be called for a surge support at any time, and in line with the duration of their contract.
• Selected candidates will be released of their function for a period which may vary according to country offices needs not exceeding three months, after which they return to their normal functions.
• Surge support must be provided in person, candidates in the IST will be required to have the following documentation ready in case of upcoming mission (Valid passport, Laissez-passer, SSAFE training).
• Staff members deployed will add the surge support as a separate objective in PEMS, and the supervisor of the surge assignment will be added as an ‘Additional Supervisor’ in the PEMS Year-Mid/End Appraisal phase. As such, this valuable experience will be documented in the performance evaluation of staff members.

FAO country offices, headed by an FAO Representative, are assisting governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition.

Key Results

Contribution to the effective and efficient management and coordination of the operational support of the programme and project activities of the Country Office.

Key Functions
o Develops and oversees the implementation of a M&E data and work plan to efficiently and effectively collect, analyse and report on key activity, output, outcome and impact indicators for various audiences;
o Leads/supports the planning and implementation of core M&E activities in the programme, namely beneficiary registration and verification; baseline, post-distribution and endline surveys and maintains related databases to report on achievements at activity, output and outcome level.
o Leads/supports quantitative and qualitative data collection through sampling, tools design, enumerator training, data collection and supervision, analysis and reporting;
o Where applicable manages/supports any third-party monitoring partner contracts to support the above activities, ensuring overall technical quality and timeliness of tools and deliverables in consultation with project managers/sector leads;
o In collaboration with project managers/sector leads, establishes a regular and standardized information flow between implementing partners and FAO, to provide consistent information on delivery and key indicators
o In alignment with FAO’s Office of Emergency and Resilience tools, establishes a real-time database to monitor activities implemented and beneficiaries reached across the portfolio, by donor, administrative level 2, partner and activity type to be maintained in collaboration with project managers/sector leads;
o Supports management and project managers/sector leads to identify priority indicators and realistic targets to promote a programmatic approach to monitoring and evaluation, and ensures their timely collection and analysis for management briefings and external reporting;
o Provides regular updates to management on the status of implementation of field activities, identifying and communicating challenges/delays/issues to management through monitoring tools and accountability mechanisms.
o Supports/leads up-to-date data visualisation to provide management with an overview of programming status and key information, building on existing corporate and OER tools for data visualisation purposes;
o Contributes data for internal and external reporting, including donor reporting, cluster/sector reporting, contributions to the IPC/CH, where applicable, interagency reporting, FAO corporate reporting, etc.
o Develops capacity of FAO staff and implementing partners in M&E practices;
o Identifies opportunities to learn and adapt programming through the data collected and presents these to management;
o Updates corporate monitoring systems (FPMIS, PIRES, workplanning, etc) as required;
o Other duties as required.

• Experience of relevant experience in agricultural development and/or project planning/formulation/ implementation.

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Experience in humanitarian contexts is required.

REMUNERATION

Employees will maintain the contractual status, benefits and medical plans by which they are covered when performing their normal functions for the time of the deployment.
