Monitoring and Evaluation Specialist

UNDP Regional bureau for Asia Pacific’s Climate Finance Network (CFN) project (2022-2028) is also housed in the Bangkok Regional Hub (BRH). The project aims to accelerate implementation of climate change agenda, a Climate Finance Network project has been put in place by UNDP Asia Pacific region. The project aims to support governments and other actors in the ecosystem to identify and scale up climate finance innovations and in their efforts to mobilize and use both public and private climate-responsive resources more effectively. The CFN is part of a bigger UK Government programme ‘Climate Action for Resilient Asia (CARA)’ announced at the COP 26 on the 8th of November 2021, which aims to strengthen the resilience of vulnerable communities, economies, and the environment against the impacts of climate change and promote low carbon growth across the Indo-Pacific. The Climate Finance Network will cover 18 countries in Asia Pacific.

UNDP’s Regional bureau for Asia Pacific’s Sweden-funded Governance of Climate Change Finance (GCCF Phase I and II) project was housed in the Bangkok Regional Hub (BRH) during 2017-2022.   UNDP with the support of Government of Sweden (Sweden) is also in the process of implementing the inception phase of Strengthening the Governance of Climate Finance to Promote Inclusive Climate Resilience in Asia Pacific. This will be the 3rd phase of Governance of Climate Change Finance which will be implemented in partnerships with UNCDF in 5 countries, Bangladesh, Cambodia, Nepal, Solomon Islands and Tuvalu.

The GCCF III and the CFN is being implemented by the same team which constitutes of a multi disciplinary expertise across climate finance. Both the  programmes will serve as a knowledge management and technical support facility to identify and support climate finance innovations in the region and facilitate, accelerate and scale up these innovations.

Duties and Responsibilities:

• The Monitoring and Evaluation Specialist will work under the overall supervision and oversight of the UNDP’s Climate Public Finance  Advisor/ CFN Programme Manager. 
• The Monitoring and Evaluation Specialist will be overall responsible for putting in place mechanism for compliance to the theory of change and implementation of monitoring, evaluation and reporting on the results framework of the Climate Finance Network and GCCF III.

This assignment’s key tasks and scope of work can be summarized as follows:

• Develop, manage, develop, and maintain monitoring plan for GCCF and CFN projects.
• Continuously maintains project results frameworks. Ensures the availability of necessary data and information for project monitoring.
• Ensures that the baseline and benchmarking is available for different outputs and outcome indicators.
• Advises on the selection of indicators measuring progress towards higher-level results.
• Ensures that project indicators are appropriate to measure corresponding results.
• Identifies the data requirements for different indicators.
• Leads on data management from the country teams and the regional team to ensure that contributes towards reporting of the results.
• Ensures that country teams understand and implement the project M&E approach.  In consultation with project team, maintain a schedule for all M&E activities and ensure that they are carried out in a timely manner.
• Collaborates with the project team in preparing regular project reports.
• Supports project manager in developing guidance on how to implement UNDP and donor policies and requirements regarding M&E.
• Works with RBAP team to ensure the quality of project monitoring and learning and alignment with the Regional Programme.
• Guides the team on direct and indirect beneficiaries of the multiple interventions under the project. The information will inform the baseline and determination of the targets.
• Develops and ensures implementation of an evaluation plan.
• Supports project team in ensuring adequate planning and budgeting to evaluate and document results.
• Supports the management of evaluations, including the mid term and final evaluations, commissioned by project team.
• Ensures that evaluations are properly planned and carried out in a high-quality and professional manner.

• Includes specific benchmarks for gender and social inclusion based on country gender and vulnerability assessments.
• Identifies gender and poverty related data requirements for measuring progress on transformative change in gender and social integration in climate finance interventions.

• Analyzes and interprets activity data to understand how it could be used for decision-making, improving project efficiency, effectiveness, informing project design.
• Advises and trains UNDP project staff (country and regional) on results-based management principles and procedures.
• Advises on the procedures and templates for data collection against project results frameworks.

Required Skills and Experience

Education:

• Advanced university degree (Master’s degree or equivalent) in project management, social sciences, economics, international Development or related field. Or
• A first-level university degree (Bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

• Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of relevant experience in strategic planning, or project design, monitoring and evaluation is required.
• Proficiency in computer software (MS Word, Excel, PowerPoint, etc.) is required.
• Minimum 3 years experience in Results-based Management with solid understanding of and experience on knowledge management.
• Experience in handling of web-based management systems and ERP systems particularly Atlas and related UNDP management tools would be desirable.
• Ability to create and implement advocacy strategies which lead to impactful change.
• Proactively initiate and champion change, manage multiple competing demands.

Required languages:

• Fluency in English is required.
• Working knowledge of other UN official languages is considered an asset.
