Since the fall of 2019, Lebanon has been grappling with an unprecedented set of compounded crises that have derailed its development trajectory, exacerbated people’s vulnerabilities, devastated its economy, pushed thousands into poverty, and deeply affected stability across the territory: a severe socio-economic and governance crisis, a health crisis with deep social and economic ramifications, a devastating blast whose repercussions were felt well beyond its physical footprint, and more recently, an armed conflict leading to the displacement of over 1,250,000 persons. This set of crises has hit the country at a time where it continues to host the highest number of displaced per capita and per square kilometre in the world.
On 27 November 2024, a cessation of hostilities (CoH) agreement signed by Israel and Lebanon entered into force, putting a halt to over 13 months of escalating hostilities. By the time the agreement was announced, the violence had resulted in over 3,961 deaths (including 736 women and 248 children) and over 16,520 injured (MoPH-12/2024), as well as extensive damage and loss to civilian and critical infrastructure and utilities.
The Lebanese Armed Forces (LAF) are and have remained the backbone of Lebanon’s security and stability, and the institution most trusted by the people of Lebanon. With the violence halted, the LAF play a critical role in ensuring the credible and timely implementation of the CoH, in responding to emergency crisis, and conducting removal of unexploded ordnances operations. Additionally, the LAF are key to strengthening the State’s security presence and function, and ensuring the “extension of the control of the Government of Lebanon over all Lebanese territory” as per UNSC 1701. The effective functioning and operational readiness of the LAF are a sine qua non condition for laying the foundation for a sustainable and stable recovery process.
However, the LAF have not been spared by the multidimensional crisis. The institution and its service members are at the frontline of the response, while being themselves profoundly affected by the effects of the crises. The economic and financial downward spiral has dramatically impacted their well-being, morale and operational readiness.
At this critical juncture, recognizing the essential role of the LAF in maintaining Lebanon’s security and stability, strengthening State authority, and paving the way for a sustainable recovery aligned with UNSCR 1701, UNDP is implementing a comprehensive initiative to support and sustain the “ecosystem” surrounding its service members.
The national context also severely impacted the Lebanon Mine Action Center (LMAC). The LMAC leads advocacy for the entire Lebanon Mine Action Programme (LMAP), manages operations through assigning tasks, overseeing and monitoring all mine clearance and land release operations, and is responsible for Explosive Ordnance Risk Education Awareness and Survivors Assistance. UNDP is supporting LMAC institutional capacity for optimal implementation of its mandate.
It is in this context that UNDP is recruiting a Monitoring and Reporting Assistant with specialization in data collection and analysis, including through regular field visits, to support the project team in tracking progress across multiple donor-funded interventions under the LAF Livelihood Ecosystem Initiative and the Lebanon Mine Action Programme (LMAP) support projects.
– At least 4 years of professional work experience, at the national and/or international level, in Monitoring and Reporting is required or other relevant programmes; experience with information management is an asset, as is experience working in the UN or other international development organization;
– Experience in M&E processes, data collection and reporting, including through field visits;
– Advanced knowledge of Microsoft Office (Excel, Word), data management, data cleaning, data analysis and reporting (Power BI).
– Excellent oral and written skills; excellent drafting, formulation, reporting skills;
– Accuracy and professionalism in document production and editing;
– Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
– Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
– Solid overall computer literacy; familiarity with database management; and office technology equipment;
– Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
– Desirable: advanced data packages.
– Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN System.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in (Beirut). National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
National UN Specialist Volunteers in Lebanon are entitled to:
