About this Opportunity:

The HALO Trust, with funding from the Netherlands Ministry of Foreign Affairs, had been implementing the Mine Action and Cluster Munitions Programme II across multiple countries, including Ukraine, from September 2020 to August 2024. As part of the grant agreement, an external evaluation is required to assess the program’s impact, particularly its alignment with the overarching goals of the Netherlands’ Mine Action and Cluster Munitions Programme II.

Beyond meeting contractual obligations, this evaluation seeks to provide actionable insights to guide future funding decisions and enhance HALO’s operational effectiveness globally.

Implications for prospective evaluators:

  • Expectations: Evaluators are expected to conduct a thorough, objective, and methodologically sound evaluation of the MACM II project in Ukraine; engage with key stakeholders in Ukraine to collect qualitative and quantitative data; provide actionable recommendations tailored to Ukrainian context.
  • Deliverables: Evaluators are required to provide a detailed report summarizing findings, conclusions, and recommendations; conduct a case study analysis specific to Ukraine, with findings intended to inform HALO’s programming, share lessons with other HALO countries, and contribute to broader learning for stakeholders, including the Ministry of Foreign Affairs.

Requirements

Whilst it is up to the evaluator(s) to decide the size of the team, the profile below provides the minimum requirements.

Minimum requirements of evaluator:

  • Master’s Degree in political sciences, international development or other relevant field to this sector or equivalent professional years of experience in the field (minimum 2 additional years to the number of years of experience requested below)
  • 5 years of experience in the field of mine action, including monitoring and evaluation;
  • Demonstrable experience in conducting impact assessments;
  • 6 years of experience in evaluation;
  • Ability to manage a team and ensure quality of a team output.

Provisional start of the assignment is beginning of January 2025.
