Program Description:

The Technical Assistance Program (TAP), funded by the U.S. Agency for International Development (USAID), is a five-year education and youth program that seeks to transform the organizational culture and improve the abilities within the Ministry of Education and the Ministry of Youth to ensure officials can implement desired reforms. Creative and its partners will provide technical assistance in the development, roll-out, and tracking of policies and procedures to incorporate international best practices for public education and youth programming. Among the many activities in the Jordan Technical Assistance Program, it will support curriculum development, promote inclusive learning techniques, improve the skills of teachers and school managers, and other tangible activities that ultimately support changing the organizational culture within the two ministries and relevant agencies. The program will further support Jordan’s outreach and behavioral change communications initiatives that are aimed at creating a culture of reading, the inclusion of vulnerable children, and increased youth engagement.

Responsibilities

Position Summary:

The MEL Officer will work closely with the MEL Director and the Senior MEL Specialist in implementing TAPs monitoring, evaluation, and learning plan. The MEL Officer will maintain and improve TAPs database and guarantee timely data entry on Creative Global Database (MEDAL) and Mission’s performance management information system (DevResults).

Reporting & Supervision:

The MEL Officer will report to the MEL Director.

Primary Responsibilities:

  • Support MEL Director and Senior MEL Specialist in implementing and revising TAP`s monitoring plan.
  • * Establish electronic data collection processes and standards for the entire project as required to meet monitoring, evaluation, and reporting needs.
  • * Clean and process datasets of trainees, pre-post tests, evaluation tools, etc.
  • * Ensure planning and reporting in a timely manner for TAP`s stakeholders.
  • * Ensure quality of collected data through regular spot checks and verification of data sources.
  • * Analyze and summarize data and help ensure high-quality reporting for regular monthly, quarterly, and annual reports.
  • * Upload and store TAP`s database on Creative Global Database (Monitoring & Evaluation Database for Adapting Learning” MEDAL).
  • * Design the participants’ profiles on MEDAL and update them on a regular basis.
  • * Design TAP`s dashboard on Creative’s MEDAL system.
  • * Report on TAPs indicators through Missions performance management information system (DevResults) on quarterly, semiannual, and annual basis.
  • * Support the Senior MEL Specialist in updating and managing the MEL plan(s), indicator reference sheets, results reporting, data use systems and activities, and the project evaluation strategy.
  • * Conduct internal Data Quality Assessment (DQA) and keep records for Mission`s DQA.
  • * Contribute to the development, implementation, and evaluation of research agenda.
  • * Support MEL Director in drafting the weekly, monthly, quarterly, and annual reports.
  • Qualifications

Required Skills & Qualifications:

  • Bachelor’s degree required in related field preferred.
  • * Must have 4 years of general work experience, and 2+ years of specific experience related to monitoring and evaluation.
  • * Experience working on USAID or similar internationally funded programs is a plus.
  • * Strong communication skills.
  • * Proficient in English and Arabic for both oral and written communication.
