The consultant will provide technical expertise to support the development, planning, implementation, and monitoring of UNICEF’s MFP program. The primary goal is to contribute to achieving equitable, quality, and inclusive education outcomes for children, especially the most disadvantaged. The consultancy will span over 1 year and will focus on the following key areas:
1. Program Development and Planning Support
2. Program Monitoring and Implementation Support
3. Operational and Technical Support
4. Networking, Knowledge Sharing, and Capacity Development

Participate in education programme meetings including programme development and contingency planning to provide technical and operational information, advice, and support.
Draft policy papers, briefs, and other strategic programme materials.
Program Development and Planning Support
These deliverables are expected to be conducted in a regular manner/ongoing basis.
Participate in monitoring and evaluation activities, prepare reports, and conduct field visits to assess program progress and resolve issues.
Ensure full utilization of the Beneficiary Monitoring and Assessment (BMA) system by partners and analyze data trends to inform program adjustments.
Programme Management, Monitoring, and Delivery of Results
Build and maintain relationships with key stakeholders to enhance cooperation and collaboration.
Facilitate the sharing of lessons learned and best practices, ensuring that innovations and effective strategies are incorporated into future programming.
Lead or support training sessions and workshops to build the capacity of partners and stakeholders, ensuring they have the skills needed to deliver sustainable program results.
Networking and Partnership Building
Introduce innovative approaches and best practices to strengthen the capacity of partners and stakeholders, ensuring the successful implementation and delivery of sustainable education program results.
Continuously research, benchmark, and implement best practices in education management, while organizing capacity-building initiatives to enhance the skills and competencies of stakeholders for long-term program success.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
