Purpose of the Consultancy

The Consultant will provide technical support to WHO Cambodia in assisting the Council for Agricultural and Rural Development (CARD) of Cambodia’s WASH and Nutrition Sub-Working Group in the development of nutrition-sensitive WASH program package for provincial-level integration including a national training program for implementing the National Guiding Principles on Nutrition-Sensitive WASH Interventions and to identify opportunities for the integration of Climate-Resilient WASH in two select provinces of Cambodia.

Background

Inadequate access to water, sanitation, and hygiene (WASH) has significant socio-economic and health implications for Cambodian populations and can adversely impact child nutritional status through various pathways. Notably, child mortality in Cambodia is significantly attributed to malnutrition, exacerbated by inadequate WASH conditions. Malnutrition contributes to approximately one-third of child mortality in the country.

Addressing undernutrition requires a multisectoral approach due to its complex determinants, which include food insecurity, inadequate childcare, low maternal education, poor access to health services, and poor WASH practices. The Royal Government of Cambodia recognizes the economic impact of malnutrition, which results in substantial GDP losses.

In 2023, the Council for Agricultural and Rural Development (CARD) developed the National Guiding Principles on Nutrition-Sensitive WASH Interventions, which aims to guide WASH and nutrition integration efforts. However, for effective implementation, a comprehensive program, which includes training material and tools for identifying priorities to address nutrition and climate-resilient WASH interventions at the provincial and community levels, is needed to provide technical support and facilitate the practical application of these principles at the community level. The WASH and Nutrition Sub-Working Group conducted a training needs assessment, which is an important guiding reference.

The Integrated Nutrition-sensitive WASH program will provide essential technical support for implementing the National Guiding Principles on Nutrition-Sensitive WASH Interventions. It will cover the methods and processes necessary for the implementation of the principles as well as address stakeholder sensitization and the integration of WASH and nutrition practices. Additionally, integrating climate-resilient WASH solutions is critical to ensuring sustainable and adaptive approaches that can withstand climate-related shocks and protect vulnerable communities.

Deliverables

Under the supervision of the Acting Team Lead, NCD and Health throughout the Life Course and the Vice-Chairperson of the Council for Agricultural and Rural Development, the consultant will perform the following activities:

Output 1: Nutrition-sensitive WASH program package for provincial-level integration aimed at sensitizing multi-stakeholder roles and identifying possible actions to operationalize the guiding principles

Deliverable 1.1: Accepted work plan including timelines for all deliverables.

Deliverable 1.2: Summary reports based on consultations to formulate practical activities to operationalize the guiding principles for nutrition-sensitive WASH interventions.

Deliverable 1.3: Nutrition-sensitive WASH training program (curriculum) and materials outline based on: the consultations from Deliverable 1.2, the National Guiding Principles on Nutrition-Sensitive WASH Interventions, considering the training needs assessment, and including climate-resilience.

Deliverable 1.4: Refined and finalized the Nutrition-sensitive WASH training program package including monitoring and evaluation aimed at sectors represented at the provincial-level.

Output 2: Nutrition- and climate-resilient WASH assessment and recommendations report for a community within at least one health center’s catchment area in at least two vulnerable provinces as defined in the National Guiding Principles on Nutrition-Sensitive WASH Interventions

Deliverable 2.1: Brief situational analysis of nutrition and climate-resilient WASH status in a select community from two provinces.

Deliverable 2.2: Draft assessment tool for identifying priority activities to address nutrition and climate-resilient WASH interventions at the provincial and community levels.

Deliverable 2.3: Summary reports based on consultations to develop an assessment tool for identifying priority activities to address nutrition and climate-resilient WASH interventions at the provincial and community levels.

Deliverable 2.4: Finalized assessment tool for identifying priority activities to address nutrition and climate-resilient WASH interventions at the provincial and community levels.

Qualifications, experience, skills and languages

Education Qualifications:

Essential: Bachelor’s degree of Public Health, Environmental health or related field and relevant environment, climate change training

Desirable: Master of Public Health, Environmental health or related field.

Experience:

Essential: At least 3 years of experience in developing training programs or materials related to nutrition, climate resilience and/or public health

Desirable: Previous professional experience with the Ministry of Health and/or public health sector or UN agency in Cambodia.

Skills

Essential: Capacity building and training facilitation skills, communication skills, and organizational skills

Desirable: Environment and climate change engagement training, public health policy and guideline development and working in health sector in Cambodia 

Language requirements:

Essential: Fluent in English and Khmer

Location

The consultant is expected to work for 35 days between 28 October 2024 and 30 May 2025 based in Phnom Penh, Cambodia. 

Travel

The Consultant is expected to undertake occasional domestic (within Cambodia) duty travel to select provinces related to outputs as needed. Travel dates and destination(s) to be confirmed.

Remuneration and budget

Remuneration: TBD 

Expected duration of contract: 8 months (November 2024 to June 2025) with total input days of 35 days.
