1.PURPOSE OF THE ASSIGNMENT
As part of emergency flood response for education, UNICEF South Sudan plans to support the Ministry of General Education and Instruction (MOGEI) to ensure learning continuity by utilizing distance learning through radios, using the radio lessons that were used during COVID-19 response for ‘’Education on Air’’ program. This will be rolled-out in specific locations affected by flooding. The aim of this assignment to have a consultant to support organization of the radio audio lesson files according to subjects and grade level of learning so that they are easy to use by teachers/facilitators and learners in primary and secondary schools.
2.WORK ASSIGNMENT
During COVID-19 pandemic, all schools in South Sudan were closed to mitigate the risk of the spread of the disease and over 2 million school aged children were impacted. In response, the Ministry of General Education and Instruction (MoGEI) in partnership with relevant UN agencies- UNESCO and UNICEF, and other partners including EDC, AET. and with different radio stations launched and implemented distance (radio) learning program named “Education on Air” targeting primary and secondary school level to continue offering learning opportunities for children and youth to ensure continuity of learning. The lessons were aired through different radio stations mainly South Sudan Broadcasting Corporation (SSBC) and Miraya FM.
The audio lessons were multi-grade, for core subjects and grouped as follows:
a) Primary school
1.Level one (Primary 1, Primary 2 and Primary 3)-Mathematics, English and Science
2.Level two (Primary 4 and Primary 5)- Mathematics, English and Science
3.Level three (Primary 6, Primary 7 and Primary 8)- Mathematics, English and Science
b) Secondary School
1.Lower Level (Secondary 1 and Secondary 2)-Mathematics, English, Biology, Chemistry and Physics.
2.Senior Level (Secondary 3 and Secondary 4)- Mathematics, English, Biology, Chemistry and Physics.
UNICEF South Sudan has since collated most of the radio audio files for all the subjects.
Currently, the country is experiencing floods in most locations across all the States. According to the data shared by South Sudan National Education Cluster, 422 schools have been closed due to flooding and 158,832 children as of 5th October 2024. This has hugely impacted learning.

The aim of this assignment to have a consultant to support to organize the radio audio lesson files according to subjects and level of learning so that they are easy to use by learners in primary and secondary schools.
3.DELIVERABLES
The selected consultant will be responsible for the following tasks:
a. Review radio lessons content per level of learning:
•Conduct a thorough review of radio lessons available and identify which lessons/audio recordings are missing.
•Support MOGEI to engage with relevant radio stations (Miraya, SSBC, etc) to collect the audio radio lessons used during COVID-19 period.
b. Radio audio lessons sequencing:
•Work with a group of pre identified MOGEI staff and selected teachers from Juba to sequence the available radio lessons by grade level and subject area.
•Conduct quality assurance of the sequenced audio lessons.
•Sequence audio lessons that are yet to be organized, per level and per subject.
c. Uploading of lessons on USB sticks:
•Transfer sequenced lessons to 3000 plus USB sticks, per level and per subject.
The specific deliverables are:
1.Deliver a comprehensive report on the assignment with details on what audio lessons are available, what the missing lessons are, other gaps.
2.Submit to UNICEF all files of sequenced lessons.
3.Submit 3000 plus USB sticks containing uploaded and sequenced lessons.
4.QUALIFICATION OR SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED
•Demonstrated experience with ‘’Education on Air” program or similar programs.
•A minimum of 5 years of teaching experience and education in general.
•Proficiency in summarizing huge data into smaller consumable/usable files.
•Good understanding of education context in South Sudan.
•Strong analytical and problem-solving skills.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
