                                                         TERMS OF REFERENCE

The overall objective of this assignment is to determine to what extent the set targets and objectives of the eMTCT Operational Plan III (2022-2025) have been achieved and the results of the review to inform the development of the eMTCT Operational Plan IV (2026-2030).

Specific objectives
1. To assess progress in achievement of the objectives and targets spelled out in the eMTCT Operational Plan III (2022-2025).
2. To identify key elements of success in the implementation of the planned Interventions/activities as well as barriers encountered during the implementation.
3. To examine PMTCT interventions’ coordination, management, integration with other services {RCH- (FP, SMI, ARH, NCH) STIs, TB, HIV Care and Treatment programs} and linkages at all levels of health care (national, regional district, health facility & community levels).
4. To assess knowledge of HIV infected pregnant and breastfeeding women on eMTCT and factors facilitating/hindering them to access services.
5. To identify and document best practices, opportunities and innovations in the PMTCT program areas for possible replication.
6. To review the national and regional PMTCT targets for eMTCT Operational Plan IV for 2025-2030, and in regions with high HIV prevalence, establish district targets.
7. Facilitate the development of the eMTCT Operational Plan IV (2026-2030) aiming to accelerate the achievement of the elimination of vertical transmission of HIV, Syphilis and Hepatitis B goal. The plan should have targets and activities.

Minimum requirements: 

  • Master’s degree in Medicine/Nursing or
  • Master’s degree in Public Health/Social Science or
  • Master’s degree in Global Health
  • >7 years’ experience in supporting RMNCAH and HIV programme in Tanzania
  • Knowledge in Maternal and Child Health Programming including HIV (PMTCT/ART).
  • Knowledge, skills and competency in epidemiology, Statistics and Spectrum modeling.
  • Knowledge of programme planning, management and monitoring and evaluation, financing/health economics.
  • Knowledge of quantitative research
  • Experience in conducting qualitative studies and programme assessments around HIV and RMNCAH
  • Excellent written and oral communication skills in English and Kiswahili.
  • Ability to work with a multidisciplinary team
