The Final Evaluation Report of the 2022-2026 Government- UN Cooperation Framework in Lao PDR • The final evaluation report should incorporate feedback from the evaluation managers, evaluation reference groups, and the evaluation steering committee. The evaluation team is expected to document all responses to the feedback in a transparent matrix, which will be reviewed and tracked by the Evaluation Managers. • After revising the draft evaluation report based on the feedback, the evaluation team should submit a final report that includes an executive summary, the main report, annexes, and a set of actionable recommendations. The report should also acknowledge any limitations encountered during the evaluation process and identify lessons learned for future evaluations and programming. • In addition to the full report, a standalone PowerPoint presentation of the final evaluation report should be submitted to the evaluation manager as part of the deliverables. The final evaluation report will be made publicly available.

Duties and Responsibilities
• The national team member will play a key role in the evaluation process by collecting and analyzing data. He/she will share responsibilities for conducting desk reviews, interviews, and field visits to project sites identified during the inception phase. Additionally, he/she will provide significant contributions to the inception report, as well as to the draft and final evaluation reports. The general responsibilities of CF evaluation team member are as follows: ● Contribute to the development of the evaluation framework and methodology. ● Collect and analyze data. o Conducting interviews and focus groups. o Reviewing documents and reports. o Gathering and analyzing quantitative data. ● Write and edit reports. o Interpreting and presenting findings. o Writing and editing technical reports. ● Present findings to stakeholders. ● Support the team leader in the overall coordination and management of the evaluation process. ● Providing technical support to the team leader.
Qualifications/special skills
• Bachelor’s degree in a relevant field, such as evaluation, development studies, or public policy. • Advanced University Degree (Master or PhD) in the field of governance, public administration, development studies, political science, law, human rights or another relevant field is preferred. • Contribute to the evaluation process substantively through data collection and analysis. They will provide substantive inputs to produce quality and timely deliverables. • Contribute to the evaluation process substantively through data collection and analysis. They will provide substantive inputs to produce quality and timely deliverables. • Process management skills such as facilitation skills and the ability to negotiate with a wide range of stakeholders. • Technical competence in undertaking complex evaluations which involve the use of mixed methods. • Knowledge of UN role, UN reform process and UN programming at the country level, particularly UNCF. • Experience in translation and interpretation.
