Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.
UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve Sustainable Development Goals (SDGs), and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilizers, communities and families, and of course, the children and adolescents themselves.

Scope of Work:
The Child Protection Social Service Workforce (CP-SSWF) capacity strengthening consultant will support the CPWB and other allied departments in their social service workforce capacity strengthening initiative under CP-CMRS both at the provincial and district levels. The consultant will be responsible for planning capacity-building activities based on identified needs, delivering high-quality training, and developing the learning curve of the CP-SSWF. The consultant will coordinate with the Child Protection National Consultant, refer to, and get help from the SSWF strategy, the technical package and training manual on CP-CMRS.
How can you make a difference?
The deliverables expected from the consultant include:
1. Development of CP-SSWF Capacity Building Plan (Assessment and Planning Phase)
1.1 Analysis of the capacity needs of the CP-SSWF through mapping and assessment exercise conducted by OPM, CP-SSWF strategy and TNA of the CPOs of CPWB.
1.2 Conduct qualitative data analysis by organizing focus group discussions with the case workers and focal points from the allied departments and triangulate with the assessment findings (1.1).
1.3 Develop a comprehensive capacity building plan on CP-CMRS addressing the capacity needs of the CP-SSWF in line with best global practices and standards.
1.4 Develop/Adapt training materials and learning aids in line with international standards and use the technology for active engagement of the target audience at the provincial and district level.
2. Roll-out of CP-SSWF Capacity Building Plan
2.1 Implement capacity building plan in a timely manner (sticking to timelines), ensuring quality and within the agreed resources in targeted 10-districts of Punjab.
2.2 Ensure that CP-SSWF are aware of relevant legal, policy guidelines, technical standards and CP-CMRS processes.
2.3 Generate high quality analytical reports with recommendations for the enhancement of the capacity of CP-SSWF.
2.4 Supports in maintaining networking with relevant stakeholders, experts, and subject specialists in the areas of social service workforce strengthening and maintaining their roster for facilitating regular coordination, collaboration, and engagements with them.
3. Quality Assurance
3.1 Ensure that the project execution is in-line with applicable standard of ethics, code of conduct, policy guidance, technical standards, and human rights legal obligations. Make sure that the principle of Do-No-Harm and Best Interest of the Child is comprehensively integrated into all aspects of the implementation of capacity building plan.
3.2 Guide and facilitate the development of an appropriate, effective, and efficient monitoring, documentation, and reporting mechanism for the programme in which roles and responsibilities are clearly and sufficiently distributed among the relevant staff members in the DCPUs including reporting and monitoring templates.
3.3 Ensure that implementation, monitoring, and reporting are in full compliance with the agreed monitoring indicators and performance benchmarks and that the Information Management System (MIS) is developed and maintained towards this goal.
3.4 Ensure comprehensive reporting, documentation and data analysis on the implementation, lessons learnt, challenges, monitoring and evaluations and how they feed into programme improvements on continuous basis and evidence-based advocacy.
3.5 Support the conduction of monthly reporting and quarterly programme reviews and reporting the results of same to CPWB, allied departments and UNICEF.
Specific deliverables to be completed for the consultancy is as under:
D1: Analytical report with recommendations on the capacity needs of the Child Protection Social Service Workforce.
D2. Report on FGDs with the revised version of analytical capacity assessment report.
D3. A detailed Action Plan developed addressing the capacity needs of CP-SSWF based on assessments from all seven targeted districts/DCPUs
D4. Training package with the materials (hand-outs power point, learning aids etc.)
D5: Workshop reports
D6: Lessons learned document / write-ups (quarterly) and workshop evaluations to gauge the learning levels of CP-SSWF on CP-CMRS.
D7: Quarterly report with the recommendations for UNICEF on status and strengthening of relationship, coordination, collaboration, and engagement including a functional roster among stakeholders, networks, experts, and subject specialists in the areas of social service workforce strengthening.
D8: Submit monitoring framework covering quality standards, frequency of monitoring, tools etc.
D9: Submit monitoring framework covering quality standards and frequency of monitoring.
D10: Submit monthly monitoring reports.
D11: Conduct quarterly review with UNICEF and CPWB.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
