UNICEF Jakarta is recruiting an expert consultant to support the climate and environment 2025 Annual Work Plan (AWP) implementation in liaison with country-level programme stakeholders and provide science-based technical advice and development support for the child and gender -responsive climate-smart social services across the social sectors.
The Consultant will work home-based with frequent visits to the UNICEF office, working closely with the Ministry of Environment (MoE) and other key programme stakeholders, and with field missions in the country and virtual meetings as needed. The assignment is for 9 months based in Jakarta (home based).
The purpose of this assignment is for a national consultant to support the climate, DRR and environmental policy, advocacy, and actions, children’s climate and disaster risk analysis in close collaboration with the Ministry of Environment (MoE), other key line ministries, non-governmental partners, children and young people networks and the private sector. A consultant will facilitate efficient coordination, knowledge management and resource mobilization efforts.
How can you make a difference?
Under the general guidance of the Chief of WASH and direct supervision of the Emergency/DRR Specialist, the consultant will carry out the following specific tasks, in line with the timeline developed by UNICEF:
– Advocacy and technical input to the national policies, strategies and plans on climate, DRR and environment, such as the National Adaptation Plan (NAP), mid-term provincial development plans, and others.
– Support evidence generation and development of the Children’s Climate and Disaster Risk Index in Indonesia based on the SIDIK/ MoE and in close collaboration and consultation with the MoE, Bappenas, BNPB, other relevant key stakeholders, adolescents and young people
– Support the finalization and roll out of the national technical guidance for the mainstreaming of climate, environment, and energy considerations into sectoral policies, programmes, and plans and strengthen synergies in the climate action–SDGs–child rights nexus in Indonesia.
– Support the resource mobilization efforts for climate, environmental and disaster risk reduction priorities including opportunities for tapping-in climate finance.
– Support regular engagement with UN Agencies, Development partners and other institutions engaged in climate, environment, energy and DRR (CEED)CEED programmes to leverage opportunities for collaboration to advance climate smart social services, environment protection and DRR intervention.

To qualify as an advocate for every child you will have…
- Master’s degree in social sciences, public policies, data analysis, data science or related fields. In lieu of an advanced degree, a bachelor’s may be accepted in combination with 7 years of relevant experience.
- A minimum of 5 years of experience in climate-related projects, data information systems, policy, advocacy and capacity development.
- Proven experience in liaising with government bodies and other stakeholders.
- Knowledge of national and local governance and climate change and disaster risk management, of the systems.
- Proven experience working in (one or more) social sectors (WASH, Education, Nutrition, Health, etc.)
- Experience of working in support of, ideally facilitating, inter-institutional working groups, training sessions and coordination mechanisms with multiple members and associated stakeholders
- Experience in researching and preparing written analytical reports in an accurate, concise and timely manner.
- Experience in data analysis and modelling, building risk index with international organizations
- Excellent oral and written Bahasa Indonesia and English skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
