For every child, the right to support

UNICEF Lao PDR is looking for a national consultant to strengthen programme delivery, documentation, and communication of UNICEF Lao PDR’s adolescent development and participation initiatives under the UN Joint Programme (UNJP) on Reproductive, Maternal, Newborn and Child Health (RMNCH) funded by the Government of Luxembourg. The duration of this assignment is 12 months, starting as soon as possible. The consultant will be based at the UNICEF office in Vientiane.

How can you make a difference? 

The assignment will: 

  • Contribute to cross-UN adolescent health and life-skills initiatives that advance RMNCH outcomes and youth well-being.
  • Strengthen communication, visibility, and donor recognition for Luxembourg-funded RMNCH interventions that engage adolescents as advocates and changemakers.
  • Support the design, delivery, and monitoring of Project Sinxay, UNICEF’s flagship adolescent development and participation platform.
  • Deliver monthly outputs including reports, toolkits, stories, M&E inputs, and social media content.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Bachelor’s Degree in Communications, International Relations, Public Relations, Social/Human Sciences or other related field.
  • Work Experience: At least 2-3 years of demonstratable work experience at national or international level in the areas of youth advocacy, communication, resource mobilisation and partnership; 2+ years’ experience with Government/Mass Organisations and youth networks in Lao PDR.
  • Skills: Ability to work in a team; Ability to cope with stressful and difficult conditions and political/cultural sensitivity and ability to work in international and multicultural environment; Proven experience in implementing time limited projects; Ability to express clearly and concisely ideas and concepts in written and oral form and to produce reports in a timely manner; Ability to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization.
  • Language Requirements: Fluency in Lao and English is essential, excellent drafting skills as well as oral presentation skills.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is either a role with direct contact with children, a role that works directly with identifiable children’s data, a safeguarding response role, or an assessed risk role. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) apply.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.
