National Consultant for Roving GBV Capacity Building

UNFPA Myanmar programme is being operated under the Country Programme Document (CPD) for 2018-2022, and it has been extended for 2023, 2024 and 2025. One of the outputs under the CPD is “strengthened capacities to formulate and implement multi-sectoral rights-based policies and interventions that prevent and mitigate the impact of gender-based violence, especially among the marginalized, the vulnerable and young people”.

Given the increasing humanitarian needs with associated GBV risks, UNFPA Myanmar has been strengthening its support to ensure availability of critical GBV interventions. In order to ensure quality service provision, UNFPA Myanmar has been providing extensive technical support to UNFPA partners, whether they are implementing partners or GBV working group members, on different GBV interventions/mainstreaming topics.

In this context, UNFPA is looking for a GBV capacity building national consultant, who will provide technical support to UNFPA GBV programme, especially the capacity building of partner organizations in the areas of GBV case management, safe house and hotline/helpline operations, etc. The consultant will facilitate capacity building of various stakeholders in GBV prevention, mitigation and response as well as mentoring/supervision sessions for GBV service providers, contributing to strengthening partnership with GBV partners, with special focus on CSOs and women’s organizations.

You would be responsible for:

  • The national consultant will be responsible for planning and organizing a range of capacity building interventions targeting UNFPA implementing partners as well as GBV working group members to ensure quality and effective GBV programme implementation and coordination.
  • Specific responsibilities/tasks:
  • Coordinate and facilitate relevant training sessions and coaching/supervision for GBV prevention and response actors
  • Provide technical support as needed to implementing partners/CSO partners to undertake case management, referrals and psychosocial interventions for GBV survivors
  • Promote standardized quality safe house and hotline/helpline operations across the country and provide regular capacity building/supervision on safe house and hotline/helpline operations to the partners
  • Support review and adaptation of training and facilitation materials across UNFPA programme to ensure integration of best practices and international standards and guidelines
  • Disseminate and orient UNFPA and implementing partners to use, adapt and apply standard guidelines and protocols in their respective GBV programming
  • Build and maintain strong networks and buy-in for accelerated GBV programme implementation from non-government, development and humanitarian actors
  • Support expansion of CSO network to effectively and efficiently respond to GBV in emergency context
  • Collect and compile programme activity information, evaluating progress towards achievement of programme outcomes
  • Regularly conduct monitoring and supervision for GBV interventions with focus on GBV case management, safe house and hotline/helpline operations
  • Perform other duties as assigned by UNFPA.

Qualifications and Experience: 

Education:  

  • -Advanced university degree in social work, social sciences, gender studies, anthropology, law, sociology, international relations or other related field

Knowledge and Experience: 

  • Minimum of 2 years of relevant working experiences in programing and/or training on gender and gender-based violence prevention and response
  • Experience and capacity in development and delivery of GBV training components to different partners/organizations, including NGOs/CSOs and community-level participants
  • Field experience addressing/integrating gender, and/or GBV issues in emergency and post conflict contexts
  • Demonstrated experience delivering technical assistance to service providers to improve the quality of case management and safe house operations preferred
  • Excellent understanding of Myanmar’s socio-cultural issues, legal provisions, and systems of administration.
  • Experience in application of conflict sensitivity and “do no harm” approach programming
  • Demonstrable writing and presentation skills
  • Excellent computer literacy (Windows environment, MS office application, including Word, Excel and PowerPoint and internet skills)
  • Willingness to undertake regular travel to field locations to provide technical assistance, when conditions allow

Languages: 

  • Fluency in reading and writing in Myanmar and English is required
