The consultant will be engaged for 12 months and will be based in Family Welfare Division/Department of Health Services/MoHP, Kathmandu.

Nepal plans to introduce the Human Papillomavirous (HPV) vaccine in 2025, following a successful 2016-2017 demonstration program in Kaski and Chitwan districts. The delay was due to the COVID-19 pandemic and global vaccine supply issues. In 2022, the National Immunization Advisory Committee re-recommended the vaccine’s introduction, supported by Gavi’s HPV program revitalization strategy.
The government aims to implement the HPV vaccine nationally to address cervical cancer, the leading cancer among Nepali women. The planned introduction is in Q1 2025, targeting 6th-grade schoolgirls and 10-year-old out-of-school girls for routine vaccination. A multi-age cohort vaccination will cover grades 7-10 for schoolgirls and ages 11-14 for out-of-school girls. The school-based delivery strategy will establish a platform for integrating other vaccines, health education, and hygiene promotion. It will also promote cervical cancer screening awareness. Nepal’s National Immunization Programme plans routine and multi-age cohort HPV vaccination, using school-based vaccination for schoolgirls and health facility-based and outreach-based vaccination for out-of-school girls.
UNICEF supports this initiative through community engagement, strategic communication, behavioural science, service delivery improvement, vaccine management, systems strengthening, policy advocacy, and social mobilization.
An HPV Vaccine Introduction Consultant will be seconded to the Family Welfare Division to provide technical assistance in planning, training, communication, implementation, and monitoring of the HPV campaign and other immunization activities.
Scope of Work:
The HPV Introduction Consultant is tasked with supporting the introduction and rollout of the HPV vaccination program. This role is essential to ensure the successful implementation, monitoring, and evaluation of the program, aimed at reducing the incidence of HPV-related diseases, including cervical cancer.
Objectives
 Facilitate the smooth introduction and rollout of the HPV vaccination program.
 Support in ensuring alignment with national health policies and global HPV vaccination strategies.
 Monitor and evaluate the effectiveness and coverage of the HPV vaccination program.
Key Responsibilities
A. Planning and Coordination
 Collaborate with national health authorities, international organizations, and local stakeholders to develop a comprehensive HPV vaccination implementation plan.
 Coordinate with relevant departments to ensure logistical support, storage, and distribution.
 Develop and maintain a detailed work plan and timeline for the HPV vaccination programme.
B. Capacity Building and Training
 Identify training needs and develop training materials for healthcare providers and community health workers.
 Conduct training sessions and workshops to build the capacity of healthcare providers on HPV vaccination administration and communication.
 Provide ongoing technical support and mentorship to healthcare providers.
C. Community Engagement and Advocacy
 Develop and implement community engagement strategies to raise awareness about HPV vaccination and its benefits.
 Engage with national leaders, youth organizations and relevant stakeholders to promote acceptance and uptake of the vaccine.
 Create and disseminate educational materials and campaigns tailored to different community audiences.
D. Monitoring and Evaluation
 Develop monitoring and evaluation frameworks to assess the program’s implementation, coverage, and impact.
 Collect and analyse data on vaccine coverage, adverse events, and program challenges.
 Prepare regular reports and presentations for stakeholders, highlighting progress, challenges, and recommendations.
 Develop relevant IEC, BCC materials for the HPV vaccination programme.
E. Policy and Documentation
 Support the development and updating of national policies and guidelines related to HPV vaccination.
 Ensure all documentation and reporting requirements are met in a timely and accurate manner.
 Document best practices, lessons learned, and success stories to inform future HPV vaccination initiatives.
Overall, the purpose of the HPV Vaccine Introduction Consultant’s activities is to create sustainable changes that improve health, well-being, and social outcomes for the target population of the HVP vaccination campaign including National Immunization Programme.

Duration of Contract: The total duration of the contract is for 12 months. 

Duty Station: The consultant will be based in Family Welfare Division/Department of Health Services/MoHP, Kathmandu

To qualify as an advocate for every child the consultant will have… 

Academic Qualification:

  • Master’s Degree in public health, communication, psychology, journalism, social sciences, including anthropology, sociology and/or related field.

Work Experience:

A minimum of 5 years of professional experience in areas of immunization, communication, social and behaviour change or related areas at the national level. International experience would be an asset.

Experiences working in with UN agencies and with government offices will be an advantage.

Language Proficiency:

Fluency in English and Nepali is required. Knowledge of other local languages is an asset.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
