About the Programme: 

UNICEF Education programme provides a variety of education support across regions to the most marginalized learners in Myanmar. This includes providing learning and teaching material in different languages, refurbishing learning spaces, and providing supplementary education through community hubs and outreach programmes. A key innovation of the educational programme is its emphasis on alternative learning pathways that can be adapted to Myanmar’s complex context. The initiative employs a community-based learning approach, with community-based learning spaces supporting learners from early childhood through secondary education levels. These spaces are equipped with curated libraries, learning materials, and technology, including the Learning Passport. UNICEF and partners offer diverse learning pathways including Open Learning Materials (OLM), early childhood development (ECD), non-formal primary education (NFPE), and Extended and Continuous Education and Learning (EXCEL). The programme prioritizes gender equity and inclusion, with specific provisions for girls’ education and a focus on children with disabilities. The programme incorporates robust monitoring and evaluation mechanisms, including third-party monitoring and comprehensive reporting to ensure accountability and adaptive management throughout the implementation period. 

UNICEF Myanmar’s Education program is strengthened by diverse contributions and initiatives. This assignment will support the Education Section in implementing and monitoring key activities aimed at promoting children’s timely recovery and enhancing learning and wellbeing outcomes. 

Scope of Work: 

Under the general supervision of the Learning Recovery Specialist (P3), the M&E Consultant will perform the key responsibilities listed below to promote children’s timely recovery and improvement of learning and wellbeing outcomes. A critical aspect of this role will be collecting and synthesizing data to inform decision-making and tailor interventions, ensuring that all actions are evidence-based and responsive to the specific needs of children, especially those out of learning.  

By analysing education data and performance metrics, the specialist will ensure that access to safe, equitable, inclusive, and quality education is not only maintained but strengthened, helping to identify gaps, track progress, and continuously guide programme strategies to foster better learning outcomes. This data driven approach to monitor programme progress against targets will be fundamental in shaping the programme’s overall success.

The consultant will be responsible for the following tasks:

Internal planning and coordination: 

  • Support timely and accurate data on the education context across different regions affecting children, adolescents, women, and families.
  • Support development of programme M&E frameworks aligned with internal guidelines.

UNICEF internal reporting and knowledge management 

  • Lead data collection and analysis for various internal reporting requirements such as annual reports, Humanitarian Action for Children, field office reviews, etc.
  • Lead sustained use of UNICEF Myanmar’s new internal monitoring system for the team. Provide technical support and ongoing troubleshooting for all partners and internal staff using this system.
  • Coordinate with UNICEF’s internal programme monitoring team, field offices, and education cluster members to collect, verify, and share data.

Programme specific monitoring and reporting 

  • Coordinate with different education programmes and programme focal points to collect, check for data quality, and verify the data received from partners.
  • Support donor reporting for different education programmes.
  • Support other programme data analysis tasks with partner organizations and other key players to collectively track the progress of the section.
  • Work with partners to produce periodic situation analyses that inform programme strategy, resource allocation, and adaptive management.

Capacity building 

  • Assist capacity development of UNICEF programme focal points and partner organizations for education programme monitoring results reporting

Duration of the contract: 12 months

Duty Station:

Yangon. The assignment is based out of UNICEF Myanmar office. The consultant will actively work with all Education colleagues to support the M&E work and coordinate with partners across geographic locations.  The UNICEF Myanmar Education Team will provide guidance and feedback throughout all stages of monitoring and data analysis.  

Description of Assignment:

 Tasks:

1. Integrated and harmonized monitoring and evaluation activities across all education programmes

  • Support the Country Office Education team to develop and maintain a harmonized monitoring results (MER) framework
  • Coordinate MER planning across internal teams to ensure alignment with programme donor requirements and internal guidelines
  • Facilitate internal consultations to clarify data needs, reporting timelines, and roles/responsibilities for M&E tasks.
  • Provide technical inputs to planning documents, including work plans, theories of change, and results frameworks
  • Strengthen internal coordination mechanisms to ensure education MER activities are timely and well-integrated with programme implementation

2. Internal education reporting and knowledge management 

  • Support preparation of internal reports and updates, progress summaries, and inputs for management reviews
  • Ensure timely and standardized input from education programme teams for any internal monitoring and reporting activities. Share input with the internal monitoring team in timely and accessible format
  • Maintain organized internal documentation for indicator definitions, measurement guidance and tools
  • Ensure internal reporting requirements for RAM/ HAC/ others are met through accurate and timely contributions through datasets and dashboards

3. Education programme performance monitoring   

  • Support different education programmes with technical support to align programme indicators with the harmonized results framework
  • Support internal staff with data collection, quality assurance and verification
  • Ensure high-quality, timely, and consistent collection and analysis of programme monitoring data
  • Support production of periodic monitoring outputs (dashboards, summary briefs, indicator tracking tables) for donor reporting
  • Support in analyzing qualitative and qualitative data resulting from surveys, FGDs, key informant interviews (as needed)

4. Education monitoring and evaluation (M&E) capacity building

  • Build staff capacity on understanding of indicators, data needed to measure indicators, and checking quality of data received
  • Build capacity and deliver targeted training, coaching, and guidance on monitoring, data quality assurance and reporting for partners on UNICEF’s new monitoring system
  • Facilitate internal learning sessions for education programme teams to support data driven decision-making, interpret insights from monitoring data and use data for programme improvement
  • Produce guidance materials, templates, and job aids to support M&E practices

Deliverables:

Deliverable 1: Mapping of education programmes, indicators, and reporting requirements, and existing MER tools and data flows

Deliverables 2: Finalized indicator inventory and definitions for all education programmes and donor requirements

Deliverables 3: Comprehensive quarterly progress report on sector and programme monitoring and results

Deliverables 4: Internal consultation training and workshop sessions with programme teams on troubleshooting issues with Activity Info

Deliverable 5: Comprehensive mid-year monitoring report (internal data analysis + dashboard + 6-month Annual Work Plan report)

Deliverables 6:  Data quality assurance and verification protocol for sector and programmatic data with programme focal points

Deliverables 7: Finalized training material and workshops for new partners/ staff on using UNICEF’s monitoring system

Deliverables 8: Comprehensive quarterly progress report on sector and programme monitoring and results

Deliverables 9: Input for programme donor reports such as GPE/ ECW (tables, narratives, visuals)

Deliverables 10: Completed data analysis and reporting for RAM/HAC/donor reports/ AWP

Deliverables 11: Final education performance dashboard and results for key indicators, developed with PME

Deliverables 12: End-of-consultancy report summarizing capacity transfer, documentation repository on SharePoint, achievements, challenges, and handover plan

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education

Bachelor’s degree in Economics, Business Studies, Social Sciences, International Relations, Public Administration, Mathematics, Computer Science or another Relevant Technical field

Work Experience

  • Minimum of 5 years’ experience relevant to the TOR requirements.
  • Strong understanding of and expertise in data analysis and M&E
  • Experience in designing reporting templates in Excel
  • Experience working with partners and education stakeholders across contexts
  • Knowledge of issues related to girls, children with disabilities, IDPs, refugees and other vulnerable populations.
  • In-depth knowledge and experience in aggregating and analysing data for donor reports and
  • Strong analytical and oral and written communication skills, review experience and familiarity with the education sector in Myanmar
  • Prior experience of working with UN agencies in similar assignment is an added advantage
  • Previous experience with reporting platforms
  • Experience with data visualization software such as Power Bi/ Tableau/ similar preferred
