Scope of work:
 
1. Integration of Health and Nutrition Services
  • Develop and implement systems to integrate health and nutrition data, standardizing unique identifiers (UIDs) across databases.
  • Align service delivery points by conducting comparative analyses across health and nutrition clusters.
  • Create interactive tools to highlight overlaps, gaps, and opportunities for improved integration.
  • Develop systems for automated data collection, integration, and reporting using Python, R, or other scripting languages.
2. Rationalization of Service Points
  • Build predictive and prescriptive models to identify trends, service gaps, and resource optimization opportunities.
  • Analyze the proximity and service coverage of facilities to identify opportunities for rationalization.
  • Propose and implement rationalization strategies in collaboration with stakeholders, ensuring alignment with population needs.
  • Monitor and report on progress, documenting efficiency improvements and lessons learned.
3. Data Verification and Validation
  • Lead data verification efforts to ensure accuracy, particularly for GPS coordinates and service delivery reports.
  • Collaborate with field teams to address discrepancies and standardize reporting across health and nutrition clusters.
  • Train stakeholders on data collection, validation, and reporting standards.
  • Build predictive and prescriptive models to identify trends, service gaps, and resource optimization opportunities.
4. Advanced GIS and Mapping
  • Utilize ArcGIS and other geospatial tools to create detailed maps illustrating health and nutrition service points, population density, and access gaps.
  • Conduct spatial overlays integrating datasets such as disease burden, population demographics, and service coverage.
  • Develop and maintain geospatial databases to support evidence-based decision-making.
5. Data Visualization and Reporting
  • Design Power BI dashboards to visualize integration outcomes, rationalization progress, and data accuracy.
  • Automate reporting processes to ensure efficient dissemination of integrated datasets and analysis.
  • Tailor data visualizations to meet the needs of diverse stakeholders, including policymakers and field teams.
6. Capacity Building and Knowledge Sharing
  • Organize training sessions on data integration, geospatial tools, and automated reporting for stakeholders.
  • Develop user-friendly manuals and guidelines for new systems and tools.
  • Foster knowledge sharing by documenting best practices and updates on innovative tools and methodologies.
7. Cluster Coordination Support
  • Serve as the focal point for information management, supporting both the health and nutrition clusters.
  • Contribute to the development and implementation of operational guidelines, data management protocols, and mapping standards.
  • Strengthen collaboration among cluster partners through standardized reporting and shared
    tools.

Utilize ArcGIS-based mapping software to create and validate maps, in collaboration with the Health and Nutrition Cluster SAG, that highlight integrated health and nutrition coverage and identify service gaps.

GIS-based maps illustrating health and nutrition service coverage and gaps, developed to include at least 90% of all service points.

April – May 2025

With available health and nutrition data, develop an operational dashboard for tracking service delivery, rationalization progress, and verification outcomes, providing real-time updates for at least 90% of operational areas.

  • An automated dashboard for Tracking service delivery, rationalization, and verification outcomes launched.
  • Reports generated automatically on a [daily/weekly/monthly] basis for cluster partners and stakeholders.

April – July 2025 (ongoing)

Collaborating closely with health and nutrition cluster partners to support the development of rationalization plans for overlapping service points and ensure regular progress reporting.

  • Comprehensive reports detailing the reduction of duplications/overlapping service points, covering at least 80% of identified overlapping service areas.
  • Rationalization Progress Reports submitted to stakeholders on a [monthly/quarterly] basis for review and feedback.

May – Sept 2025

Develop and implement a comprehensive capacity-building plan, including the creation of tailored training materials for health and cluster partners, focusing on rationalization, mapping, and data verification.

  • Facilitate at least three training sessions for cluster partners, reaching 80% of target participants.

To qualify as an advocate for every child you will have… 

  • Advanced university degree in GIS, Data Science, Information Management, or related field.
  • Certifications in ArcGIS, Power BI, or equivalent tools are an advantage.
  • Proficiency in ArcGIS and advanced mapping tools.
  • Expertise in Power BI and other data visualization platforms.
  • Strong analytical skills with experience in data modeling and statistical analysis.
  • Knowledge of programming languages (e.g., Python, R, SQL) for data automation.
  • Familiarity with humanitarian and development data management principles.
  • A minimum of five (5) years of experience in GIS, Data Science, Information Management, or related field.
  • Developing country work experience and/or familiarity with emergency is considered an asset. 
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
