National Consultant -Peacebuilding Programme Assistant-Mekelle -Ethiopia

The Position:

Individual Consultant Peacebuilding Programme Assistant, based in Mekelle, Tigray Region.

Under the direct supervision of the Programme Specialist, Youth, Peace, and Security (YPS), and in close coordination with the Gender Based Violence (GBV) Programme Analyst in the Tigray region.

Job Purpose:

The Peacebuilding Programme Assistant will support in providing technical and programmatic inputs to the design, planning, implementation, monitoring, and evaluation of peace and security programming to ensure quality, multi-sectoral and well-coordinated peacebuilding response in the context of the Humanitarian, Development, and Peace nexus. This will include the mainstreaming of peacebuilding activities into UNFPA’s Gender Based Violence (GBV) and Sexual Reproductive Health (SRH) programmes in the Tigray region. Travel may be required to other parts of the region for programme implementation and monitoring purposes.

You would be responsible for:

• Support the planning, development, implementation and monitoring of activities and partnerships to strengthen integration of youth, peace, and security in existing projects in Tigray region in the context of the Humanitarian, Development and Peacebuilding nexus.
• Strengthen the Tigray Regional Taskforce on YPS.
• Support the Community Peace Dialogue Committees in the Tigray region.
• Establish a working relationship with the Bureaus of Youth; Peace and Security; and Women and Social Affairs to promote the United Nations Security Council Resolutions (UNSCRs) 2250 on YPS; and 1325 on Women, Peace, and Security (WPS).
• Identify and promote the participation of youth and civil society stakeholders in the Tigray region into the on-going process to develop the Ethiopian National Action Plan on Youth, Peace, and Security. This includes support to the on-going process to develop the Tigray Regional Action Plan on Youth, Peace, and Security.
• Identify and promote the participation of women and civil society stakeholders in the Tigray region into the on-going process to develop the Ethiopian National Action Plan on Women, Peace, and Security.
• Support to identify pathways and strategies to ensure accessibility of existing youth, peace, and security related groups.
• Support capacity building activities to Implementing Partners (IPs), key youth and women groups, and community leaders on WPS, YPS, conflict prevention, peace dialogues, mediation, and GBV.
• Help to strengthen UNFPA’s support to the on-going Demobilization, Disengagement, and Reintegration (DDR) Programme in the Tigray region.
• Support with the drafting of various written outputs on UNFPA’s support to peacebuilding in relation to the HDP nexus through reports, fact sheets and power points.
• Support with any other tasks as requested by supervisor

Qualifications and Experience: 

Education:  

A first university degree (such as bachelor’s degree or equivalent) in social sciences, peace and conflict, public health, and other related fields with at least 3 years of relevant community work experience in humanitarian and post conflict settings.

Knowledge and Experience: 

• Demonstrated interest in the field of development, peacebuilding, and humanitarian action.
• Demonstrated ability to adapt to new environments and to establish and maintain good working relations with individuals of different cultural backgrounds.
• Some experience in working with development agencies, including in volunteer capacities.
• Strong analytical and writing skills.
• Experience facilitating peace dialogues, trainings, workshops, and mentoring others.
• Positive and professional attitude, including ability to lead and work well in a team setting.
• Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and give attention to detail.
• Excellent communication, listening and observation skills, including ability to create trust, support, and respect.
• Computer literate, including Microsoft Word, Excel, and PowerPoint.
• Initiative, sound judgment and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds.

Languages: 

Fluency in English is required. Knowledge in other UN languages is an asset. Proficiency in Tigrinya and Amharic languages are highly
