How can you make a difference?
Under the supervision of the Chief of SPPME (Social Policy, Planning, Monitoring & Evaluation) & Social Policy and the Youth General Director of MoYSAC (Ministry of Youth, Sport, Art and Culture), develop 10 modules of youth parliament that indicated in the National Youth Parliament Curriculum.
WORK ASSIGNMENT:
1. Conduct a comprehensive review of existing literature, resources, and best practices in each development area. The ten (10) modules are as follow:
- Civic values and citizenship
- Basic Education for Life Skills (LSBE)
- Organization Management
- Leadership
- Social Analysis – a gender perspective
- Corrupting and corruption impacts
- public speaking
- Argumentative debate
- Bench, Committee and Plenary Meetings.
- Secure ICT and internet.
2. Design learning materials for each module related to each development area. The five modules are Civic values and citizenship, Basic Education for Life Skills (LSBE), Organization Management, Leadership, Social Analysis – gender perspective.

4. Finalize the first set of modules based on the input and feedback from the General Director of Youth and National Directors of Youth. The five modules are as follows:

- Organization Management
- Leadership
- Social Analysis – gender perspective
5. Finalize the remaining module based on the input and feedback from the General Director of Youth and National Directors of Youth. The five modules ae as follows:
- Corruption and corruption impact
- Public speaking
- Argumentative debate
- Bench, Committe and Plenary Meetings
- Secure ICT and Internet
Deliverables:
- Submit the inception report to the Director General, which covers comprehensive outlines of the module for each development area, including learning objectives and activities.
- Submit the draft module, which provides clear, structured content tailored to each development area, to the General Director of Youth and National Directors for review.

To qualify as an advocate for every child you will have…
- A bachelor’s degree in education, social sciences, or humanities, focusing on curriculum development or a related area
- At least 5 years of experience working with adolescent and youth groups. Prior experience in preparing pre-training curriculum and materials is preferred.
- Excellent understanding of adolescent development, aspects of participation, leadership, civic engagement, life skills education, and gender equality.
- Knowledge of social skills learning and 21st-century skills.
- Proficient in writing and speaking Tetum.
- Able to understand and speak Portuguese and English.
- Familiarity with gender-related issues.
- Good knowledge of the Sustainable Development Goals.
- Possess 21st-century skills relevant to the curriculum.
- Ability to work effectively as part of a team.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
