                                                         TERMS OF REFERENCE

The purpose of this consultancy is to provide technical assistance to the social service workforce under the Ministry of Social Solidarity and Inclusion (MSSI) to strengthen their capacity to manage and coordinate high-quality, effective, and climate-informed child protection case management systems.

The consultant will work under the supervision of the Chief of Child Protection and in close coordination with UNICEF and MSSI to strengthen case management systems, improve service quality, and support system integration.

• Climate Sensitive Case Management and Analysis

• Knowledge Management

Minimum requirements:

  • Education:
    • Bachelor’s in Social Work, Sociology, Psychology, Human Rights, International Development, Law, or related social science field
    • Master’s degree and specialized training in child protection/case management are an asset
  • Work Experience:
    • Minimum 5 years of experience in social work, child protection, or related areas
    • Proven experience in social service workforce capacity building
    • Experience in case management systems and programme implementation
  • Knowledge/Expertise/Skills:
    • Strong technical knowledge in child protection and case management
    • Experience with data management and analysis
    • Ability to conduct training, mentoring, and supervision
    • Strong coordination and stakeholder engagement skills
    • Ability to work independently and manage multiple priorities
  • Language Requirements: Fluency in English
  • Desirables:
    • Experience working with government institutions
    • Experience with UNICEF or UN system
    • Knowledge of digital case management systems (e.g., Primero)
