Purpose of assignment:
The main objective of this consultancy is to provide technical expertise to the WASH Cluster team in Ukraine with critical deliverables contributing to rehabilitation efforts of affected infrastructure, and early recovery efforts in the heating sector. The consultant will contribute to the coordination roles of the Technical Working Group on District Heating and the District Heating Technical Cell, which function within the WASH cluster. The coordination function includes, but is not limited to, engaging with government, humanitarian and development partners, donors, international financial institutions, private sector and other relevant stakeholders, ensuring effective monitoring and reporting, as well as quality assurance and strengthening of technical components through knowledge management activities.
Key tasks/responsibilities under the assignment:
Under the supervision of the WASH Cluster Coordinator/District Heating Technical Cell lead, the consultant will support and closely work with WASH Cluster staff, including the technical cell, subnational clusters and technical working groups, for the delivery of shared or contributory results for all or part of the following areas:
To build a strong network with District heating companies and Communal Enterprises that provide heating services, through specific field missions to assess their needs and prioritization, for the perusal of the WASH Cluster and its partners.
Organize coordination meetings with government partners, water utilities, utility companies, local authorities and NGOs/CSOs, tracking and mapping district heating projects that have been implemented in Ukraine, focusing on the roadmap for early recovery in the heating sector.
Inform with technical insight and input, technical assessments and reviews, the established coordinative and supportive relationship with Government partners, district heating companies, vodokanals, communal enterprises, local authorities and NGOs/CSOs focusing on the roadmap for early recovery efforts for the heating sector.
Support service providers identify and prioritize the needs to ensure adequate capacities for regular operations and maintenance, and emergency repairs, necessary to maintain service levels related district heating systems, with a focus on locations within 100km of the contact line and/or receiving large numbers of IDPs.
Organize coordination cluster meetings, coordination with sub-national colleagues. This would include preparing presenting presentations based on field visits and assessments at the WASH cluster meetings including District Heating Working Group, and about most frequently requested technical solutions by the district heating companies for the WASH Cluster partners performing activities in the district heating sector.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
