BACKGROUND

The National Information Management Officer (NIMO) will contribute to OCHA Syria’s efforts to improve evidence-based decision-making in the humanitarian field. The incumbent will lead or support IM activities with sector IMOs and partners to collect, store, manage, analyze, and communicate humanitarian data.

Position Purpose

The National Information Management Officer (NIMO) will contribute to OCHA Syria’s efforts to improve evidence-based decision-making in the humanitarian field. The incumbent will lead or support IM activities with sector IMOs and partners to collect, store, manage, analyze, and communicate humanitarian data.

Key Duties and Accountabilities

• Data Analysis: organize, design, and carry out the evaluation and analysis of datasets through meaningful statistical techniques
• Coordination: provide support to the Information Management Working Group; advocate for the use of data standards and common platforms, and for the open exchange of information.
• Data Management: design, develop, and manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis; manage platforms and tools that support data collection and analysis,s such as KoBo Toolbox.
• Visualization: produce and update information products such as reports, charts, and infographics by turning data into graphical products to convey messages and a storyline
• Geographic Information System (GIS) and map production: produce and update high-quality map products and interactive dashboards.

Result expected:

The key results have an impact on the overall efficiency of the OCHA Syria Office, including improved business results and client services. Forward-looking Information Management has an impact on the organization of office management, knowledge sharing, and information provision.

QUALIFICATIONS

Education:

• A master’s degree or equivalent in information management, management information systems (MIS), statistics, computer science, computer engineering, information systems, or related fields is required.
• First-level university degree in information management, management information systems (MIS), statistics, computer science, computer engineering, information systems, or related field, combined with 2 years of experience, may be considered in lieu of an advanced university degree.

Experience, Knowledge, and Skills:

• Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in grant information management, data science/analysis, information systems, or information science.
• Experience in Excel is highly desirable.
• Experience and knowledge in SQL and database management systems are highly desirable
• Experience in developing maps using ArcGIS ArcMap is highly desirable
• Experience in developing interactive dashboards using PowerBi is highly desirable.
• Experience in R or Python is highly desirable
• Experience in infographics design using Adobe Illustrator is desirable.
• Experience in humanitarian information management is desirable.

Language Requirements:

• Fluency in oral and written Arabic and English is required.
