National Post: SRH Information Management

The Position:

Under the technical guidance of the SRHiE Coordinator and the SRH program manager, the officer will work closely with the health cluster, partners, and the wider UNFPA team to support the establishment of an information management system within UNFPA and the National SRH Technical Working Group.

The SRH-IM officer will support the operation of the NSRHTWG by conducting the initial analysis and compiling data related to UNFPA partners, UNFPA office, SRH partner, and health facility mapping, service delivery, and commodities distribution submitted by the UNFPA IPs, UNFPA sub-offices, and SRH TWG partners, and preparing reports to be submitted to donors, to inform programs, or for presentation to the NSRHTWG and the Health Cluster. In addition, the SRH-IM officer will support the adaptation or development of data collection and reporting tools to meet the information requirements of the NSRHTWG and to support the improvement of SRH service availability and quality for affected populations in Sudan.

The IM officer will report directly to the SRH Specialist.

Job Purpose:

The Information Management officer will play a pivotal role in supporting the SRH Coordinator and program manager by establishing timely collection, analysis, and dissemination of SRH-related data to inform programming and advocacy and to report to donors.

You would be responsible for:

• Collect and analyze data from field offices and implementing partners to provide accurate and timely reports to donors and situation updates.
• Ensure compliance of all partners to report on DHIS2 and follow up to ensure timely submission of reports.
• Additionally, the officer will develop dashboards to present UNFPA Sudan achievements, providing visual representations of progress, outcomes, and impacts.
• Report on RRP achievements on Quantum plus.
• Contribute to developing the SRH response monitoring framework by utilizing or adapting existing data collection and reporting tool stands engaging in robust analysis of humanitarian SRH data reported regularly through national and state-level SRH partners, DHIS, and other relevant sources.
• Prepare high-quality reports based on SRH data, including but not limited to regular NSRHTWG updates to health cluster, sit-reps, dashboards, to ensure that stakeholders are informed on relevant trends, patterns, and gaps in SRH service availability, accessibility, and patient outcomes and in order to take timely and appropriate action.
• Under the technical guidance of the coordinator, Identify, seek out and analyze different types and combinations of data sources (quantitative and qualitative) to improve understanding of the SRH needs and service delivery environment.
• Contribute to evidence-based recommendations to guide decision-making and resource allocation. The latter could involve providing relevant inputs to assist facilitate evidence-based appeals for funding, resource mobilization, visibility and advocacy.
• Ensure accurate and timely reporting of SRH data from the SRH service delivery partners and state-level SRHTWGs. This would include regularly updating and maintaining the SRH 4Ws matrix and reporting to the health cluster on time.
• Ensure the quality of information submitted by partners meets effective analysis requirements, including regular capacity building for partners (training, one-to-one support, learning sessions during SRH TWG meetings, refresher sessions, etc.). This would also include supporting partners in reporting SRH activities using standardized templates and tools, ensuring data quality through routine checks and provide feedback to partners to address discrepancies
• Participate in any organized, coordinated rapid initial/periodic assessments on SRH, document & share results to inform decision making and programming by actors through collaboration with the State (sub- national)/National SRHTWG, Health cluster.
• Participate in mapping analysis of SRH data/ services across the country. This will include data visualization in the form of generating maps, infographics, and reports to visualize key findings.
• Identify, seek out and analyze different types and combinations of data sources (quantitative and qualitative) to improve understanding of the SRH needs and service delivery environment.
• Represent the NSRHTWG in the inter-cluster Information Management Working Group (IMWG) and other IM joint events.
• Coordinate and work with other IMOs from OCHA, Health, Protection Cluster and other sectors to maintain high standards of information management in line with humanitarian principles and guidelines, and ensure integration of SRH & GBV information and needs indicators in the intra- and inter-sectoral assessments, analysis and IM products.
• Work closely with the SRH specialist, supply chain team to establish a mapping/tracking system for IARH kits & supply stock out, requests from partners, procurement orders, orders in the pipeline, and delivery to the last mile distribution.
• Contribute and support the CO in proposal writing.
• Any other task assigned by the manager.

Qualifications and Experience:

Education:

Advanced technical degree in public health, statistics, demography, or other relevant field or the equivalent combination of education and experience in a related area.

Knowledge and Experience:

• At least 3 years’ professional experience in IM for the humanitarian sector, including secondary data reviews, 3/4/5W reporting, gap analysis, etc. Experience and understanding of data for SRH in emergencies is a strong asset, as is experience with analysis of assessment data, including MIRA.
• Good knowledge of Humanitarian Assistance Reporting standard in data sourcing, cartographic presentation and geographic information system analysis
• Excellent in dealing with Excel, Power BI, desktop publishing software, and basic website management.
• Ability to synthesize large amounts of information into concise, effective resources for decision-making and advocacy purposes.
• Experience in monitoring and evaluation of projects is an asset.
• Understanding of humanitarian architecture, including cluster approach, and strong interest and motivation for inter-agency coordination.
• Flexibility, diplomacy, leadership, cultural sensitivity, and the ability to work well both alone and in teams.
