Duties and Responsibilities
1. Develop an Inception Report, describing the methodology and approach, to be approved by UNECA and Government of Rwanda 2. Conduct a literature review of global mineral value chains and clusters for the minerals that Rwanda currently produces and has potential to produce. 3. Conduct a regional commodities market analysis for the minerals that can be processed and are processed in Rwanda. 4. Assessment of the current policy, institutional, infrastructural legal, structural, financial landscape for minerals exploration, research and development capabilities, extraction, processing, and marketing, in Rwanda, in addition to stakeholders mapping 5. Assessment of mining operations for sustaining local production together with legal compliance. 6. Conduct an evaluation of the regional competitiveness of Rwanda as a minerals processing centre for nominated and specific minerals, 7. Organize national and regional consultations meetings ensuring national and/or regional stakeholders feedback is incorporated in draft and final reports 8. Conduct a training, ensuring skills transfer to RBM staff
Qualifications/special skills
Advanced University Degree (master’s degree or equivalent) in either natural resources development, geology, mineral processing, mining engineering, mineral economics, or development economics IS REQUIRED. A first-level University Degree in combination with two additional years of relevant experience may be accepted in lieu of the master’s degree. A minimum of seven (5) years of relevant work experience in any of these disciplines; regional integration, economic development policy, mining policy development, mineral economics, geology, and minerals engineering IS REQUIRED. Proven experience in advising government and/or regional economic communities in mining policy development or a company for mineral technology development IS REQUIRED. Sound knowledge and understanding of minerals policy issues on the African continent is desired. Knowledge of the East African mining context is desired. Excellent reporting analysis, research, and writing skills is desired.
Languages
English and French are the working languages of the United Nations Secretariat. For this consultancy assignment, fluency in English IS REQUIRED. Knowledge of the other is an advantage.
