Summary

The NEC CCIS System Support Centre (SSC) located in Kolsås, near Oslo, Norway is responsible for the development and maintenance of the Northern European Command, Command and Control Information System (NEC CCIS). The SSC performs perfective, adaptive and corrective maintenance of NEC CCIS to ensure compliance with NATO and national operational and technical requirements. The SSC also provides CCIS support to NATO and national units during live operations and exercises. The System Software Section has the responsibility for maintenance and development of all parts of the NEC (originally Northern European Command) Command & Control Information System (CCIS server software including transaction handling, Special Application Programs (SAPs), special interfaces with other systems, and message processing functionality. The section is also responsible for design and maintenance of the NEC CCIS operating environment to include operating systems, networking, LAN and WAN design, name and directory services and the provision of ACE ACCIS core capabilities for NEC CCIS.

Principal Duties

The incumbent’s duties are:

• Analyses and prepares operational requirements and design specifications.

• Performs corrective, adaptive and perfective maintenance of the NEC CCIS Geographical Information Systems (GIS), across all layers of the NEC CCIS system architecture.

• Implements operational requirements via NEC CCIS generic software maintenance capabilities in the form of formatted messages, totes and graphics with main focus on graphics in NEC CCIS.

• Designs and implements database models and structures that ensure data consistency and integrity, both within individual NEC CCIS operational areas, and between adjoining areas.

• Participates in extensive testing on multiple levels. From module testing – to test and integration of entire NEC CCIS builds. This also includes development of test scenarios and gathering of test data. Will also analyze and answer issue reports from the NEC CCIS community.

• Provides support to user communities as required, in particular during exercises and training and in situations where on-site expertise is necessary for technical problem-solving reasons.

Essential Qualifications

Professional/Experience

• At least four years’ experience in systems engineering, systems analysis, programming and data processing.
• Good general knowledge of GIS and associated disciplines, particularly as it is used in the military domain and prior experience with development of GIS system.
• Knowledge and experience with modern software architecture, development and testing methodologies. This includes knowledge of tools and methodologies such as version control systems, integrated development environments, build automation, design patterns, refactoring, code metrics, and automated testing frameworks.
• Knowledge and experience programming Java and Java Enterprise Edition, server and client side.
• Knowledge and experience with web technologies (e.g. HTML5, CSS, SASS, JavaScript/ECMAScript, Web sockets) and web user interactions paradigms.
• Knowledge and experience with ExtJS JavaScript framework. Be able to extend existing ExtJS components or develop new, to implement requirements not met in the framework.
• Knowledge and experience with relational database systems, including SQL and Oracle’s PL/SQL.

Education/Training

• University degree in computer technology or similar field, and at least four years of relevant experience or
• Higher secondary education, coupled with advanced vocational training in computer technology or similar field, and at least four years of relevant experience.

Language

• English – Upper Intermediate/Advanced

Desirable Qualifications

Professional/Experience

• Knowledge and experience with design and implementation of user interface of a client application framework in general, with a mind to the user experience of the system.
• Knowledge and experience with NATO air command and control systems, preferably understanding of or experience with the generic consepts of NEC CCIS and experience with the NEC CCIS client software.
• Working knowledge of Scheme/Lisp.
• Experience with LuciadRIA/LuciadLightspeed and Sencha ExtJS.
• Experience with automated testing of web applications.
• Experience with formal military messaging systems, like ADatP-3 or similar systems.
• Knowledge of military operations.
• Membership of a professional institution in the fields of Information Systems (IS) /Information Technology.

• The work is normally performed in a typical office environment.
• NOTE: The work both oral and written in this post and in this headquarters as a whole is conducted mainly in English.

Contract:

The successful applicant will be offered a three-year definite duration employment contract after which a further contract may be offered. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

Salary:
