Summary

The NEC CCIS System Support Centre (SSC) in Kolsås, near Oslo, Norway is responsible for the development and maintenance of the Northern European Command, Command and Control Information System (NEC CCIS). The SSC performs perfective, adaptive and corrective maintenance of NEC CCIS to ensure compliance with NATO and national operational and technical requirements. The SSC also provides CCIS support to NATO and national units during live operations and exercises. The System Engineering and Implementation Section have the responsibility for system engineering of NEC (originally Northern European Command) Command & Control Information System (CCIS). It is responsible for requirement acquisition, design and implementation of Operational Functionality, development of generic maintenance tools and database-to-database interfaces, database replication software, software integration and system generation, and maintenance of technical and generic documentation of NEC CCIS.

Principal Duties

The incumbent’s duties are:

• Analyses and prepares operational requirements and design specifications.
• Implements operational requirements via the NEC CCIS generic software maintenance capabilities. Has primary responsibility for the design and implementation of functionality for Wing and Squadron Operations. Has primary responsibility for design and implementation of functionality for Logistics data maintenance and reporting including integration of Logistics into Air Planning and Operations
• Participates in engineering and implementation of the NISI (NEC CCIS-to-ICC) interface, which feeds status data into CC AIR from subordinate headquarters and transmits directives down the command chain.
• Maintains parts of the NEC CCIS integrated system dictionary.
• Maintains and develops formatted messages, totes and graphics in the NEC CCIS baseline.
• Assists in development of software tools needed for implementation of Operational Functionality.
• Prepares and performs tests of completed software modules, and analyses error reports from NEC CCIS users.
• Develops test scenarios and maintains test databases.
• Participates in maintenance of the generic software maintenance tools and associated data documentation.
• Participates in integration, generation and testing of complete NEC CCIS software builds.
• Provides support to user communities as required, in particular during exercises and training, and in situations where on-site expertise is necessary for technical problem-solving reasons.
• Participates in forums for systems design and engineering.

Essential Qualifications

Professional/Experience

• At least three years’ experience in a position with systems analysis, programming and data processing.
• Working knowledge of computer hardware and software architecture and operations.
• Advanced knowledge of relational databases and Standard Query Language (SQL).
• Substantial experience with the Oracle Database Management System.
• Detailed knowledge of and extensive experience with XML.

Education/Training

• University degree in computer technology or similar field, and at least three years of relevant experience or
• Higher secondary education, coupled with advanced vocational training in computer technology or similar field, and at least four years of relevant experience.

Language

• English – Upper Intermediate/Advanced

Desirable Qualifications

Professional/Experience

• Ability to use the Scheme functional programming language.
• Ability to understand the Java and JavaScript programming languages.
• Theoretical understanding of Command and Control systems.
• Thorough understanding of Air Operations in general, and in particular at the Wing and Squadron level.
• Understanding of or experience with the generic concepts of NEC CCIS.
• Experience with the NEC CCIS (or ACCS) client software.
• Experience in an international organization, preferably NATO.
• Understanding or experience with applying user experience best practices.

• NOTE: The work both oral and written in this post and in this headquarters as a whole is conducted mainly in English.

Contract:

The successful applicant will be offered a three-year definite duration employment contract after which a further contract may be offered. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

Salary:
