The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Network Coordinator. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

The Network Coordinator helps Support Coordination with acquiring needed services, assists with the utilization of unpaid service supports, and provides general information regarding the Division’s Policy and Procedures. The position is responsible for recruitment, certification, and training, and to provide oversight/monitoring of Independent providers. The position is responsible for assisting the Network Supervisor with readiness review for Day Programs, HCBS, or residential service providers as designated as well as maintaining all Qualified Vendor files. In addition, works with Independent Providers as well as Public Partnerships Ltd. (PPL). This position is responsible for developing community relationships and assisting with utilization of unpaid supports.

Applicants for this position cannot be licensed or certified by DES Office of licensing Certification and Regulation, cannot have a principal interest in or have spouse or close family with principal interest in a Qualified Vendor Agreement, and cannot be employed or subcontracted by a Qualified Vendor.

Job Duties:

Essential duties and responsibilities include but are not limited to:

• Recruitment, certification, training and oversight/monitoring of independent providers. Maintain a provider directory for the district. Maintain and track training requirement renewal for independent providers.
• Compose out of home placement requests for central office approval; compose vendor calls for public review, assist with emergency placement needs, request expansions for difficult to serve individuals including matching potential roommates. Set rate for new placements in DES Office of License, Certification and Registration (OLCR) homes.
• Provide technical assistance to qualified vendors/independent providers related to strategies/progress reporting requirements. Review billing practices, employee files and policy of qualified vendors as directed by Network Supervisor. Provide technical assistance as needed to qualified vendors and IP providers on billing practices.
• Determine billing; check time sheets for errors; complete data sheet for time sheets showing hours, days, date, service billed and develop databases and methods for tracking billing. Mediate/negotiate in order to problem solve issues.
• Maintain all aspects of the IP files: resolve payment issues with PPL; send withdrawal forms; complete employer of record forms; close out provider files; process amendments to DDD control system. Provide information pertaining to certified trainers for IP to utilize in updating their certification requirements, teach skill building classes for IP’s providing habilitation.
• Assist support coordination as needed with identification of potential qualified vendor providers (vendor calls/direct referrals) or other resources for identified needs. Attend/assist in coordinating pre-placement meetings/post placement meetings as requested by the team.
• Advise Network Supervisor of unusual or extreme problems recognized in course of monitoring & propose solutions. Involved in Unusual Incident Report (UIR) investigations & reports, providing information as assigned. Follow-up on incidents as part of monitoring & reporting. Attends meetings & training as directed by Supervisor.

Knowledge, Skills & Abilities (KSAs):

Knowledge of :

• Knowledge of people with developmental disabilities.
• Knowledge of basic principles and practices of case management and community resources.
• Knowledge of Microsoft Word, Outlook, Excel, etc.

Skills In: 

• Skills in interpersonal relations as applied to contacts with members, representatives of other governmental and community organizations, and the public.
• Skills in researching, applying laws, policies and procedures, while monitoring and evaluating services.
• Oral and written communication skills.

Ability to:

• Ability to organize information quickly, logically and remain flexible as priorities change.
• Ability to adapt and be sensitive to cultural diversity and maintain a professional demeanor.
• Ability to establish professional partnerships.

Selective Preference(s):

The ideal candidate will possess:

At least (1) year of experience providing services to individuals with developmental disabilities.

• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
