Scope of Work
UNICEF procured 140 PSA plants (UNICEF solution Plant-in-a-Box, “PiB”) and is in the process of installing them in more than 40 countries. Around 65 plants have been commissioned to date. The purpose of this consultancy position is to:
The consultant will also support the acceleration of critical tasks during the implementation in countries by engaging the global, regional and local oxygen teams.
The contract will have a duration of 11.5 months, from mid-January 2025 to end of December 2025.
It is anticipated that 20 to 30 PiBs will be installed and commissioned between January and June 2025.
Plant in a Box Implementation:
Countries have large and diverse technical assistance requirements to implement PiBs. The task for the consultant is to support countries getting installation sites ready for PiB by identifying needs and resolving challenges/bottlenecks relating to site readiness and plant room construction.
Plant in a Box Maintenance support:
Following the implementation of these PiBs, the consultant is to promote the use of available tools and provide guidance support to in country partners and COs in terms of maintenance management.
How can you make a difference?
Deliverable 1
Work Assignment: Review and update implementation tools and coordinate activities and inputs of the oxygen team with regard to efforts in a particular country as well as at the global level.
Deliverable – Produce revised set of guidance and tools for implementation, including but not limited to:
Deadline – 31st January
Deliverable 2
Work assignment: Based on the set of documents provided on deliverable 1, support UNICEF COs. Act as a focal point for PiB implementation to COs by following the process and fulfilling the relevant checklist according to the status of implementation. Make progress in implementation by adding 3 countries every month. Updates of country implementation will be documented in country specific SharePoint folder.
Deliverable: Produce monthly progress report with countries followed up and supportive documentation.
Deadline: 25th of each month, after completion of deliverable 1.
Deliverable 3
Work assignment: Organize regular meetings to promote implementation tools to focal points and provide overall guidance for implementation of PiBs.
Deliverable: Organize meeting with implementation focal point with agenda, minutes and follow up of action points to move forward
Deadline: Ongoing 1 meeting per week
Deliverable 4
1. Develop a catalog of training modules to be available for COs and in-country partners. This catalog should include oxygen needs identified as a gap in LMICs, not limited to PSA plant training. Identify suppliers of these trainings and implement them in cooperation with the suppliers. Deliverable – Develop catalogue training ready to be used. Deadline – 31st May 2025.
2. Develop a communication plan for the training catalog. This plan could include but not be limited to webinars, SharePoint page, and meetings with COs. – Deliverable – Provide communication plan. Deadline – 15th June 2025.
Deliverable 5
Work assignment: Support dissemination of maintenance guidance document package to COs and in-country partners. From each meeting, identify action points to be undertaken, follow up on the implementation of the maintenance guidance and organize follow up meetings when necessary.
Deliverable: Organize specific country meetings with COs with
Deadline: Ongoing: 5 to 7 meetings are organized per month.
Deliverable 6
Work assignment: Track supplier’s preventive maintenance visits for approximately 140 PiBs (3- or 6-month frequency). Verify the technical data and enter it in the tracker. Implement action points together with relevant parties
Deliverable – Lead bi-weekly maintenance calls with LTA holders
Deadline; Ongoing: 3 days per month.
Deliverable 7
Follow up on corrective maintenance cases according to Standard Operation Procedure (SOP) and provide support to COs and in-country partners for follow-up and resolution with the supplier
Guide COs and in-country partners on the process of implementing corrective maintenance interventions. Verify the data and enter it in the tracker.
Deliverable – Lead bi-weekly maintenance calls with LTA holders
Deadline: Ongoing:2 days per request
Deliverable 8
Work assignment: Perform technical analysis from the beginning of the project (approximatively 1500 reports in total) of the root causes of failures and propose solutions to sustain PiBs:
o Categorization of the failure
o Identification of the root cause issue
o Identify redundancy of same failure on several equipment
o Identify redundancy of different failure over the same equipment.
Deliverable – Provide monthly report with the findings from technical analysis
Deadline: 25th of each month
To qualify as an advocate for every child you will have…
University degree in medical science, maintenance or biomedical engineering or related discipline.
Advanced degree (Masters) preferred.
