Duties and Responsibilities 1. Objectives and Targets (Specific Functions of Consultant/Individual Contractor) The Kunming-Montreal Global Biodiversity Framework (KMGBF) sets out that its implementation should follow a human rights-based approach. States are expected to uphold human rights in their implementation of each target of the KMGBF. The purpose of this consultancy is to develop guidance tools for States and other stakeholders on applying a human rights-based approach to the implementation of the targets of the KMGBF, as called for by COP16 decision 16/35. The consultant shall: 1. Prepare a workplan, delimiting the scope of the project (i.e., content, methodology including validation of the tools, overview of existing tools, selection of resources, etc.) and chronogram. 2. Draft guidance tools for the implementation of targets 3 and 22 of the KMGBF following a human rights-based approach, providing clear guidance and resources to ensure States are equipped with the necessary information on respecting, protecting, promoting and fulfilling human rights, including the rights of Indigenous Peoples, as well as rural and coastal communities, women and girls, children and youth, and persons with disabilities in their implementation of the KMGBF, including its translation into national policy and legislation, their implementation, and monitoring. 3. Develop a short slide deck to accompany each of the guidance tools for training purposes. 4. Conduct a written review process, including with relevant civil society organisations and UN entities, making adjustments as necessary. The consultant will engage with the Secretariat of the Convention on Biological Diversity, and organize informal consultations with rights-holders, to ensure their views and needs are understood and taken into account in the formulation of the tools and slide decks. 2. Tangible and measurable outputs of the work assignment
Qualifications/special skills Advanced degree in law, human rights, environmental studies, social or biological sciences. At least 5 years of professional experience working on interdisciplinary areas of human rights, Indigenous Peoples’ rights and the environment. Previous work in a human rights-based approach to biodiversity action, including in relation to Indigenous Peoples’ rights, is required. Previous experience on matters related to the Convention on Biological Diversity would be an advantage. Work experience in a multilateral environment is an asset.
Languages Fluency in English is required.
