Org. Setting and Reporting
This position is located in the Office of the High Commissioner for Human Rights (OHCHR), Universal Periodic Review Branch (UPR), Geneva, Switzerland. The incumbent reports to the Chief of the Universal Periodic Review Branch.
Responsibilities
Within delegated authority, the Human Rights Officer will be responsible for the following duties: • Develops and applies methodologies for the review and analysis of country human rights situations, based on best practices in this field, ensuring an integrated approach inclusive of all rights and of a gender perspective, and for the identification of best practices in the implementation of human rights at the country level. • Researches and compiles relevant information: submitted to the existing treaty bodies; received by special procedures, as well as information processed by them; from UN sources and documents, including pledges and commitments by States; from and/or provided by NGOs and other relevant stakeholders, ensuring that available information from grass-roots organizations is also reflected; establishes and maintains contacts with such organizations for this purpose. In the absence of such information, researches alternative sources, other materials and documentation, as required, in order to extract relevant information. and integrates objective country level information on the implementation of human rights into the UPR process; researches and analyses relevant international humanitarian provisions when and where applicable. • Analyses and summarizes all compiled information on the basis of the information from various sources; prepares/consolidates reports reflecting relevant issues that would facilitate the UPR process, ensuring that they do not duplicate documents of existing mechanisms; on the basis of available information and reports prepared for the UPR, assists in the identification of questions that could be raised during the UPR interactive dialogue; ensures that any new important element, arising between the submission of the documents and the holding of the UPR working group, is brought to the attention of the UPR rapporteurs and the members of the UPR working group. • Liaises with geographical desk officers, OHCHR country and regional field presences for the inclusion of most updated information on the general situation of the country under review, including information on either existing or planned technical assistance project, if any. • Supports the Working Group on UPR by, inter alias preparing internal OHCHR analytical summaries of the debate that could be used by colleagues, especially those responsible for following up on potential requests for technical assistance; providing assistance and expertise to the UPR rapporteurs, as required, assisting them in the identification of questions to be raised and issues to be discussed in the working group; monitoring and following up on UPR working group I-IRC meetings during which country reviews and/or country outcomes are discussed and adopted; drafting of the final report of each country under review and of the outcome document. • Analyses the information collected by OHCHR through different human rights mechanisms, including information made available on voluntary pledges and commitments made by states when presenting their candidature for elections to the HRC to review and analyse country situations. • Performs such other duties as may be required by the Chief, UPR Section, and the Coordinator, UPR Reporting Unit, and, if applicable, by the Chief of the OHCHR organizational unit to which the incumbent is out posted.
Competencies
PROFESSIONALISM: Knowledge of and exposure to a range of human rights issues including approaches and techniques to address sensitive and complex human rights problems in their political, ethnic, racial, gender and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights. Ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems. Demonstrated skills in training civil authorities and members of advocacy groups to recognize warning signs of civil unrest and take preventive action to avert hostilities. Ability to relate to human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. Experience in international human rights machinery and treaties is required. Experience in drafting official UN or other multilateral international organizations documents is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French is required; knowledge of the other is also required. Fluency in another official United Nations language is desirable.
Assessment
