JOB TITLE: Operational Information Management & Performance Reporting Officer 

TYPE OF CONTRACT: International Consultant – Consultant Level 1 UNIT/DIVISION:RAM unit 

DUTY STATION (City, Country): Bissau, Guinea-Bissau 

DURATION: 11 months 

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

World Food Programme (WFP) Guinea-Bissau (GNB) seeks for a consultant to strengthen the technical capacity of the Country Office (CO), in particular, to provide direct support to the CO Annual Country Report (ACR) Coordinator in collecting and compiling data and information from the different Units, drafting the ACR narrative in a coherent and comprehensive manner, uploading the information to the online corporate system (SPRiNG/GAM) within the established deadlines, and addressing the comments raised by the RBD technical team.

Given the complexity of the ACR process, the rigor and quality of the report, and the tight deadlines, it is crucial to hire an international consultant to assist the ACR Coordinator in conducting this exercise in a smooth manner, while ensuring compliance with the ACR guidelines and standards.

The consultant will support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard operating picture of WFP programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organisation. 

The consultant will also contribute to the Vulnerability Analysis Mapping (VAM) evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

The consultant will also support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. They may also support the formulation of country monitoring and evaluation strategies and contribute to policy development and various initiatives.

ACCOUNTABILITIES/RESPONSABILITIES:

1- Lead the collation and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting and to the programme cycle, including the drafting of concept notes and programmatic documents.

2- Lead the preparation of Annual Corporate Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.

3- Collaborate with counterparts internally to ensure consistency in humanitarian information and to complement WFP analysis and information.

4- Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting, integrating lessons learned from previous reporting cycles and supporting staff to meet reporting requirements.

5- Provide feedback on activities associated with the Corporate Performance Reporting Improvements.

6- Support the initiatives for developing improved, streamlined, and harmonized OIM & PR including drafting of OIM & PR related normative guidance, as required.

7- Support the assurance of defined quality standards in all processes and products.

8- Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

9- Manage the management of decentralized evaluations in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing or supporting evaluation processes from planning to completion: sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets.

10- Support centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations and donor-led evaluation in country.

11- Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).

12- Draft regular monitoring reports on the status of results and implementation progress and contribute to the data analysis.

13- Support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken on various platforms including R2.

14- Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements. 

15- Other duties as required.

QUALIFICATIONS AND EXPERIENCE:

Education: Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience : Typically three years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

Knowledge & Skills:

  • Specialized knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.
  • Strong written and oral communication skills, including substantive analysis and report writing skills.
  • Able to supervise and support more junior and/or less experienced members of the team.
  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Languages:

Fluency (level C) in English language

Intermediate knowledge (level B) in other UN language is a plus.
