The Office of Human Resources (OHR) is part of the UNDP Bureau for Management Services (BMS). It is the anchor of the global HR function for UNDP, providing strategy and policy setting, guidance, and oversight. In addition, BMS/OHR provides a broad range of HR advisory and talent management services enabling UNDP to deliver fully integrated development solutions to enable its workforce to deliver more and better results. BMS/OHR aims to be at the leading edge of HR in the international development sector by developing high quality and innovative human resources solutions and driving transformation across UNDP.

The Talent Development Unit (TDU) at the Office of Human Resources (OHR) enables and fosters a culture of continuous learning and develops talent at all levels across UNDP. TDU designs and implements programmes, processes, experiences, and tools to develop learning ecosystems, stimulate learning, catalyze innovation, and create knowledge to improve individual and team performance.

Duties and Responsibilities:

  • The selected incumbent will provide wide range of management support to the team in alignment with the People for 2030 and People Development Strategies. They will partner with a variety of internal stakeholders, vendors, and partners to ensure timely and quality delivery of the unit’s work.
  • As such, and under direct supervision of Chief, Talent Development, the Management Analyst plays a pivotal role in:
  • Resource Management, Monitoring and Evaluation by supporting the annual UNDP’s corporate budgeting process for learning and development and its timely execution and monitoring throughout the year.
  • Supporting the operational processes in furtherance of UNDP’s corporate learning and development delivery and other BMS/OHR operational processes at large, as required.
  • Supporting procurement management with the aim of creating a repository of Long-Term Agreements and other vendor contracts for UNDP and its offices to use to advance learning and development as well as supporting other procurement processes related integrated talent management processes. 
  • Supporting other areas of operations, as they relate to learning governance, human resources, office management, travel management and asset management.
  • UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This is a recognition of interconnected nature of development risks & crises that the world is facing and that call for assembling of multidisciplinary teams for an integrated & systemic response. Therefore, UNDP personnel are expected to work across issues, units, functions, teams and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration

Ensure Resource Management, Monitoring and Evaluation:

  • Execution, monitoring and reporting of the corporate learning and development resource allocation in collaboration with internal stakeholders and the People Development Governance Board (PDGG).
  • Prepare recurring financial reports as needed, and special reports, as required, for decision making, audits or other reasons.
  • Provide ongoing qualitative and quantitative measurements of content scope, and effectiveness, of talent development activities as they relate to organizational metrics.
  • Provide technical input to strengthen analysis, evaluation and reporting of talent development programmes, initiatives and activities.

Ensure Procurement Management:

  • Design and monitor the implementation of the unit’s procurement plan of and proactively flag deadlines and timely initiation of procurement processes.
  • Provide researched information for formulation and implementation of contract strategy and strategic procurement including market research, tendering processes and evaluation, managing the contract and contractor, legal considerations and payment conditions, sourcing strategy, supplier selection and evaluation, and quality management.
  • Develop and maintain a repository of active procurement contracts linked to UNDP’s business deliverables as they relate to learning and development and other integrated talent management areas.
  • Act as the unit vendor focal point.

Ensure Human Resources Management:

  •  Preparation and support in recruitment, onboarding and off-boarding processes 
  • Liaison with internal stakeholders, such as the Global Shared Services Center to seek guidance on procedures related to human resources management
  • Ensure timely contract extensions of PSAs and other contract modalities as applicable.
  • Ensure timely payments for interns and other contracts as applicable –    

Ensure Administrative Support and Services and knowledge sharing:

  • Manage the immediate office with respect to communications; provide logistical and administrative support
  • Organize and facilitate the administrative work of the office including the establishment of internal procedures and tracking systems for correspondence and documents; maintain a selected number of administrative control records, and automated reports related to facilities, asset, travel, insurance, logistics, audit, investigations, budget and other; verify that the work is done in accordance with corporate standards and within established deadlines.
  • Ensure vendor payments are made in a timely manner and maintain records.
  • Perform budget revisions and learning programme cost recovery activities as needed. 
  • Monitor expenditure by ensuring alignment with the approved budget and charged accurately to the correct expenditure account.   
  • Support the PDGG (People Development Governance Group) secretary.
  • Act as an escalation point in providing procedural and technical support to the team to ensure compliance with UNDP’s policies, rules and regulations.
  • Ensure facilitation of knowledge building and knowledge sharing

Required Skills and Experience:

Education:

  • Advanced university degree (master’s degree or equivalent) in a related field such as Business Management, Finance, Human Resource Management or Project Management is required. OR 
  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Professional certification in finance (CIPFA minimum Diploma level and ideally Advanced Diploma level) is required. 
  • CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage

Experience:

  • Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in two or more specialized areas of Business Management, HR Management, Project Management, Analytics, Financial Management, Procurement Management and /or Office Management.
  • Experience in budget management required.
  • Experience in carrying out procurement processes meeting business needs is required.
  • Experience in HR operations as it relates to position creation, administrative onboarding and offboarding is highly desirable.
  • Demonstrated experience and sound understanding of processes, procedures and guidelines as reflected in UNDP or the UN System Regulations, Rules and Systems is desired. 
  • Prior solid experience of working with UNDP’s Quantum ERP is desired.
  • Experience in the usage of software packages / MS Office 360 (e.g., PPT, Word, Excel, Teams, SharePoint, MS forms / surveys and PowerBI) is required.
  • Experience working in both UN System Country Offices and in a Headquarters function is highly desirable. 
  • Demonstrated ability to collaborate with vendors is desired. 
  • Experience in execution, monitoring and reporting of corporate learning and development resource allocation is highly desirable.
  • Experience supporting and collaborating with an HR-related corporate governance board is desirable.

Language:

  • Fluency in English is required.
