Background Information

The OSCE Support Programme for Ukraine (SPU) has been established in order to continue supporting the Ukrainian Government’s reform efforts and mitigating the increased risks to civilians caused by the war against the country. The objective of the SPU – and therefore of all its projects – is to support Ukraine across all three OSCE dimensions on the government’s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCE’s work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraine’s comprehensive security is enhanced in line with the OSCE commitments.

The project “Building Dialogue and Mediation Capacity for Conflict Prevention and Conflict Resolution” (the Project) was developed and is implemented by the OSCE SPU.

The Project objective is to facilitate the use of enhanced dialogue and mediation tools and mechanisms for conflict prevention and resolution, and post-conflict recovery.

Key beneficiaries of the Project are the Secretariat of the Cabinet of Ministers of Ukraine and Reforms Delivery Office, the National Agency of Ukraine for Civil Service and the National Association of Mediators of Ukraine.

The Project focuses on the following:

  • Supporting the establishment of a conflict management system in public authorities.
  • Supporting dialogue on implementation of the Ukraine Recovery Plan and the host country’s identified strategic priorities.
  • Strengthening skills of dialogue facilitators and mediators to conduct effective conflict management in a dynamically evolving context.
  • Developing a methodology for assessing the effectiveness of facilitated dialogues.

Please note that this is a vacancy notice to enlarge the roster. Successful candidate is expected to work within several short-term consultancy assignments in 2025. The detailed information regarding the dates and the duration of the contract will be further communicated and discussed with the successful candidate. The consultant will be required to work from home.

Tasks

Within its partnership with the Secretariat of the Cabinet of Ministers of Ukraine and Reforms Delivery Office, the OSCE is looking to recruit a highly qualified expert on European integration policy who will be assigned to deliver a series of online training events for representatives of central government teams involved in EU integration processes in Ukraine on the following topics:

  • EU enlargement methodology.
  • Negotiation process between Ukraine and the EU: stages, content, progress assessment.
  • Enlargement package report, European Commission reports within the framework of screening, shadow reports of NGOs, etc.
  • Peculiarities of each stage of the negotiation process.
  • Balance between the approximation to EU standards and the preservation of national interests.
  • Experience of other candidate countries and work on mistakes.

Necessary Qualifications

  • Second-level university degree in social sciences (Public Policy, European Studies, European Union Law, or related).
  • Minimum six years of general professional experience in EU Integration and EU Law.
  • Professional training experience in the field of European integration policy.
  • Solid understanding of the reform agenda and the policy formulation process in Ukraine, as well understanding of the state of European integration processes in Ukraine would be an asset.
  • Solid thematic expertise in one or several topics listed in the Tasks section above.
  • Experience in delivering interactive training sessions or presentations.
  • Strong analytical skills.
  • Experience in international technical assistance projects would be an asset.
  • Experience in cooperation with governments would be an asset.
  • Professional fluency in English with excellent communication (both oral and written) skills; working level of Ukrainian would be an asset.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
  • Computer literacy with practical experience using Microsoft applications.

Remuneration Package

Remuneration will be paid in accordance with the OSCE Support Programme for Ukraine established consultancy rates. Applicants are encouraged to include in their applications their financial proposals for the foreseen services.
