General Minimum Requirements

The general minimum requirements for working with the OSCE are:

• Excellent physical condition
• Possession of a valid automobile driving license and ability to drive using manual transmission
• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

• University degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
• Work experience in either public administration, relevant international organisations, civic associations (including NGOs), political parties/affairs, or economic and political development
• Demonstrable organisational, communication, analytical and interpersonal skills

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in relevant field. Advanced degree in a management discipline is an asset

Experience:

Minimum 10 years of relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

• International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
• Experience in the field of public administration, good governance, human rights, civil society development and/or minority protection in an international environment or a field mission
• Senior strategic management experience in the field of democratization
• Proven relevant experience in reform processes and capacity building of democratic institutions at the national or international level, preferably in post-conflict and multi-ethnic contexts
• Operational experience in programme and personnel management, including of professional staff, as well as in administration and budget procedures
• Experience in policy formulation, project/programme management, co-operation and co-ordination with donors and implementing agencies
• Professional fluency in the English language, both oral and written
• Good drafting skills and the ability to tailor reports and presentations to the needs of specific audience
• Ability to operate windows applications including word processing and email
• Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
• Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
• Flexibility and ability to work under pressure and with limited time frames

Desirable:

• Knowledge of the historical and political situation in Serbia and South-Eastern Europe
• Knowledge of OSCE structures, institutions and field activities

Tasks and Responsibilities

Under the supervision of the Head of Mission (HoM) and Deputy Head of Mission (DHoM), and in accordance with the mandate of the OSCE Mission to Serbia, the Head of Democratization is responsible for the management of the Mission’s democratization programme in relation to policy formulation, strategic development, planning and reporting. Specifically, the Head of Democratization is responsible for:

1. Managing the Mission’s Democratization Department, including its constituent units (Human Rights and Non-Discrimination, Democratic Governance and National Minorities) in relation to all aspects of management, programming, staffing and administration;
2. Leading the development, implementation and evaluation of relevant strategies, policies and methodologies, oversees annual and strategic planning, including all budgetary and extra-budgetary programmes and projects;
3. Providing advice and assistance to relevant ministries and other institutions and ensuring a sustainable approach to the police reform process;
4. Representing the HoM and DHoM in contacts with senior government officials, representatives of international organizations, diplomatic community and civil society on all matters falling under the competencies of the Department;
5. Reviewing the Department’s capacity, recommending appropriate modifications to achieve sustainable democratic processes, and adjusting/streamlining the Department’s priorities, activities and staffing accordingly;
6. Identifying risks in all areas falling under the Department’s competencies and developing mitigating measures and early warning mechanisms;
7. Overseeing and managing the reporting, publications and public outreach initiatives;
8. Supervising the chiefs of units and acts as the second-level supervisor for other staff in the Department;
9. Representing the Department, delivering speeches, attending conferences and giving presentations;
10. Liaising with the OSCE Secretariat and Institutions specialized offices/units on all matters of relevance for the Department;
11. Supervising 3 international and 20 national mission members as their first- or second-level supervisor;
12. Performing other duties as assigned.
