Pay Schedule I, Grade 19, Regular Schedule: 35 hours per week

A vacancy exists in the Bureau of Behavioral Health, Department of Health and Human Services.

Examples of Duties

Under general supervision, performs a variety of community outreach responsibilities to support countywide public health initiatives, with a focus on public education, engagement, and increasing participation in programs and services.

Examples of Essential Duties

  • Serves as the primary driver and on-site support for the Mobile Health Unit (MHU), transporting the vehicle to scheduled locations across Baltimore County and ensuring it is operated safely and professionally during community events.
  • Conducts pre- and post-operational vehicle inspections, follows established safety protocols, and ensures equipment and materials are properly secured, loaded, and stored.
  • Assists with MHU setup, takedown, and operational needs, including maintaining cleanliness, powering the unit, and preparing interior spaces for client services.
  • Represents the department at health fairs, outreach events, and partner sites by engaging community members, distributing health education materials, and directing residents to available public health services.
  • Supports the delivery of culturally appropriate health promotion messages and materials, particularly in underserved and high-need communities.
  • Maintains communication with outreach and clinical staff during events and completes all necessary post-event documentation and reporting using digital tools.
  • Monitors shared calendars, responds promptly to outreach communications, and ensures outreach-related forms (e.g., JotForms, tracking logs) are completed accurately and on time.
  • Provides logistical support for tabling, resource navigation, and connecting residents with health screenings or services offered by the MHU or community partners.

Examples of Other Duties

  • Drives the MHU to and from scheduled outreach events, ensuring proper setup, breakdown, and operational inspections; transports supplies, equipment, and staff in support of broader health department outreach initiatives.
  • Operates the vehicle in accordance with all county safety guidelines and assists in maintaining its cleanliness, fueling, and readiness.
  • Provides on-site support during outreach activities, including distributing materials, assisting with setup, and engaging with community members as needed.
  • Performs other related duties as required.

Qualifications

Required Qualifications

  • Possession of a Bachelor’s degree from an accredited college or university.
  • AND
  • Two (2) years of professional experience in community outreach, including direct public engagement and regular operation of large vehicles (e.g., commercial vans, box trucks, or Mobile Health Units).

Additional Requirements:

  • Valid driver’s license.
  • Clean driving record with no at-fault accidents within the past three (3) years.

Preferred Qualifications

  • Current certification in Basic Life Support (BLS).

  • Ability to establish effective working relationships with diverse communities, health department staff, and external partners.

  • Ability to manage logistics for outreach events, including setup, materials coordination, and equipment transport.
  • Ability to work flexible hours, including evenings and weekends.
  • Ability to work in varied community settings, including indoor and outdoor environments.
  • Ability to coordinate logistics across multiple departments and initiatives.
  • Ability to accurately maintain documentation related to outreach activities, vehicle usage, and event outcomes.

Knowledge, Skills, and Abilities (Full Performance)

  • Knowledge of Baltimore County Health Department rules, regulations, and standard operating procedures related to outreach and vehicle operation.
  • Knowledge of community-based organizations, public health initiatives, and referral systems.
  • Skill in public speaking and engaging diverse audiences at community events.
  • Skill in developing, organizing, and presenting outreach materials tailored to the target population.
  • Skill in coordinating mobile event logistics, including MHU site planning, compliance with safety regulations, and support for interdisciplinary teams.
  • Skill in navigating community dynamics with professionalism, cultural humility, and problem-solving ability.

Licenses and Certificates

Possession of a valid driver’s license equivalent to a non-commercial, class C Maryland driver license is required at the time of application.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Persons appointed to this classification may be required to work nights, evenings and weekends.

Physical and Environmental Conditions

The work of this classification is generally sedentary but may require some traveling throughout the County and lifting and carrying in the setup of educational displays and presentations.

Medical Examination and Employment Background Investigation

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.

Salary

Annual Salary review – Step increases may be granted on anniversary date based on satisfactory job performance

General Increases – Cost of living increases and adjustments may be granted as legislated.

Longevity Increases – In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
