BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

In Mozambique, WFP has significantly expanded its operations over the last few years. The scale-up of its operations was due to two major tropical cyclones and a long drought that occurred in 2019, the escalation of violence and insecurity in the north of the country, and the impact of the COVID-19 pandemic and recurrent natural disasters including cyclones. In this context, WFP has been scaling up its humanitarian assistance, especially in northern Mozambique – where the conflict has intensified over the past few years and the security situation remains volatile.

Given the high level of funding needs, and coordination and liaison required with various donors at the country level, WFP Mozambique is seeking individuals to join the External Relations unit as Partnerships Officers (CST II) to support with advocacy and resource mobilization efforts.

RESPONSIBILITIES:

Under the overall supervision of WFP Mozambique Country Director, and under the direct supervision of the head of External Relations unit, the incumbent will perform the following tasks:

Partnerships officer (CST II):

  • Coordinate the implementation of agreed segments of the WFP Mozambique’s Partnerships workplan to enable the unit to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
  • Engage with other functional units, Regional Bureau for Johannesburg and the Headquarters on WFP’s thematic, regional and country-specific offerings, developing content and language that speak to individual audiences and align with ongoing policy dialogue in national and global forums; Support alignment of partner engagement across the organization.
  • Proactively support a wide range of aspects of a partnership portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met.
  • Facilitate corporate dialogue with partners through preparation of quality briefing materials; Proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP; Support the preparation of joint events (e.g. UN pledging conferences) that can advance WFP interests and objectives.
  • Gather and share partner intelligence (including forecasting), using key information systems (e.g. WINGS, Salesforce, WFPGo), and asses results.
  • Support WFP Mozambique’s functional units on partnership strategies (including the development of Partnership Action Plans); Extend support on partnership/contribution management, in line with corporate norms, processes and legal agreements, on quality proposal and report writing by engaging with other WFP entities and external stakeholders.
  • Facilitate partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners, guided by assessments, analysis and due diligence; Present recommendations to senior management and ensure follow-up.
  • Contribute to the preparation of partnership proposals, strategic agreements, joint strategies and/or , Memorandum of Understanding ( MOU) taking into account corporate norms, processes and external regulations; Ensure quality control of content by engaging with relevant functional units, the Regional Bureau for Johannesburg and the Headquarters (as relevant)
  • Use socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda.
  • In the context of the UN system and multilateral fora, support the development of partnerships with member states, civil society and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda, and advance WFP priorities and policies, based on a good understanding of member states’ dynamics and interests.
  • Solicit inputs from other WFP entities that contribute to inter-governmental/inter-agency work to ensure that WFP positions are properly explained and taken into account in decision-making.
  • Supervise and manage junior team members, providing coaching, training and guidance to ensure appropriate development and enable high performance.
  • Act as deputy Head of the Unit and cover the role of the unit’s Officer in Charge in the absence of the Head of the Unit, supervising Partnerships, Communications and Reporting functions.
  • Contribute to preparedness actions, providing technical recommendations and guidance; Monitor defined risks and make recommendations on how to manage these effectively.
  • Perform other tasks as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Political Science, International Development, Development Economics, International Relations, Journalism, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience:

Five (5) or more years of postgraduate professional experience in a relevant

field of work, with a background and interest in international relations, humanitarian and development programmes journalism and/or communication.

Knowledge & Skills:

  • Good understanding of government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships.
  • Strong analytical skills with the ability to analyze and interpret information and draw out key messages.
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders.
  • Experience in using technology and digital tools for data collection, analysis and shared data-based insights to add value to all partnerships.
  • Knowledge of common business principles and processes and the ability to quickly assimilate UN and WFP specific processes and systems.
  • Ability to lead, develop and motivate teams (specifically CST II).

Languages:

International Professional: Fluency (level C) in English language; intermediate knowledge (level B) of a second official UN language languages is an asset.
