The consulting position will be based in Pakistan

In Pakistan, PATH is leading a technical assistance consultancy to support the development of a national multisectoral nutrition proposal, funded by the Lives and Livelihoods Fund (LLF) and aligned with the Government of Pakistan’s PC-I framework. The consultancy aims to ensure that Pakistan’s national investment is responsive to climate risks and aligned with LLF environmental safeguards and sustainability goals.

The Climate and Environment Specialist will provide targeted technical support on the integration of climate considerations into the proposal design. This includes conducting a context-specific climate vulnerability analysis, drafting the Climate Adaptation Plan (CAP), contributing to the development of the Results-Based Management (RBM) framework, and advising on climate-related risk mitigation and sustainability measures. The consultant will work closely with the gender, nutrition, and MEL teams to ensure climate is embedded across all deliverables and aligned with LLF guidelines and Pakistan’s national climate commitments.

Consultant Activities:

Climate Vulnerability Assessment

• Conduct desk-based review of climate risks affecting nutrition outcomes in Pakistan, using secondary data.
• Identify geographic, socioeconomic, and institutional vulnerabilities relevant to climate impacts.
• Analyze intersectional impacts of climate change on nutrition service delivery, food systems, and WASH.

Development of Climate Adaptation Plan (CAP)

• Draft a practical and measurable CAP that outlines key resilience actions and environmental safeguards.
• Align CAP with LLF and IsDB safeguard standards and with national policies (e.g., National Climate Change Policy).
• Incorporate indicators into the CAP to enable monitoring and reporting.

Contribution to Proposal Design and RBM

• Provide input on climate-related indicators, risks, and assumptions for the Theory of Change, LogFrame, and PMF.
• Work with the MEL team to embed climate indicators and disaggregation into the overall measurement framework.
• Identify risks related to climate shocks, natural disasters, and environmental degradation; propose mitigation measures.

Cross-Functional Coordination

• Collaborate with the gender and safeguards specialist to ensure aligned and intersectional analysis.
• Support the drafting of narrative sections in the proposal related to sustainability and climate adaptation.
• Participate in team meetings, technical reviews, and revisions of relevant deliverables.

Requirements:

• Bachelor’s or Master’s degree in a climate-related field preferred
• At least 2 years experience in the development sector, ideally at the intersection of health and climate
• Experience working with government and international partners preferred
• Experience conducting climate assessments and proposal writing preferred
